About this opportunity
The Commonwealth of Kentucky Department of Corrections is issuing Request for Bid (RFB-166-25) for the removal and replacement of a deaerator tank at the Kentucky State Penitentiary in Eddyville, Kentucky. The project involves removing the existing deaerator from the facility's boiler plant and installing a new deaerator sized for a 350 HP boiler system operating at 5 PSI to serve the facility's steam distribution system. Key scope elements include temporary removal and reinstallation of one of two boilers to facilitate the deaerator installation, replacement of existing metallic flex conduits with hard conduit, removal and rebuilding of a wood-construction tool shed with metal roof, and construction of a new concrete ramp for equipment access. All work will be performed outside the facility's perimeter security fence within a supervised boundary area, with a temporary boiler trailer providing steam service during construction. Industrial Steam is an acceptable deaerator manufacturer subject to design team review, and all final equipment selections require approval prior to procurement. Prospective bidders must attend a mandatory site visit on January 30, 2025, at 10:00 A.M. Central Time at 266 Water Street, Eddyville, Kentucky, and submit an NCIC background check form to Carl McLevain by January 23, 2025, at 3:00 P.M. Central Time. Bids must be submitted exclusively through the Commonwealth's eProcurement system by February 12, 2025, at 1:30 P.M. Central Time, with a public bid reading via conference call at 2:30 P.M. Eastern Time. Bidders must register with the Vendor Self Service system at https://vss.ky.gov at least 24-48 hours before submission, and the official bid document and bid bond must be combined as a single PDF attachment with the actual contract amount listed on the official bid document.
The solicitation documents do not specify set-aside designations or restrictions limiting responses to particular types of organizations, disadvantaged enterprises, or women- and minority-owned business enterprises. No incumbent vendors or current contractors are identified in the procurement materials. No award value or budget range is disclosed in the available documentation. All bidders must be capable of obtaining and maintaining appropriate security clearances for work at the correctional facility, as evidenced by successful completion of NCIC background checks. Project plans, specifications, and detailed drawings are available at no charge through https://www.stateofkyplanroom.com.
