About this file
This is Addendum No. 1 to Invitation to Bid (RFB-166-25) issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the Deaerator Tank Replacement project at Kentucky State Penitentiary in Eddyville, Kentucky, dated February 5, 2025. The project (BCCLT Project No. 24068) involves replacing a deaerator tank sized for a 350 HP boiler system operating at 5 PSI. The addendum addresses contractor questions and clarifications regarding equipment specifications and installation requirements, including that Industrial Steam is an acceptable deaerator manufacturer subject to design team review, and that all final equipment selections require approval prior to procurement. Key installation work includes removal and replacement of existing metallic flex conduits serving the boiler with hard conduit, removal and rebuilding of an existing approximately 15' x 12' wood-construction tool shed with metal roof to facilitate boiler removal, and construction of a new concrete ramp from the existing driveway to accommodate equipment access.
The addendum clarifies operational specifications including that the deaerator operating pressure is 5 PSI with pumps running continuously with bypass valve protection, incoming boiler pressure of approximately 70 psig to be reduced to 60 psi via pressure reducing valve, steam connection of 8" diameter, and condensate connection of 3" diameter. The document permits field insulation of the deaerator tank as an acceptable alternative to factory insulation to address shipping damage concerns. Contractors are required to acknowledge receipt of this addendum on the Proposal/Bid form, and all construction work on the temporary tool shed must match existing conditions with coordination of tool placement during the construction period.

Clarifications:
1. Industrial Steam is an acceptable manufacturer for the Deaerator. All final equipment selections shall be submitted for review by design team prior to approval.
2. Existing metallic flex conduits that are serving the boiler route from the trench below to the boiler and are separated. The contractor shall remove and replace these with hard conduit during the installation of the boiler.
3. Existing approximately 15’ x 12’ tool shed with wood construction and metal roof located outside the boiler building shall be removed and rebuilt as required to remove the existing boiler for deaerator installation. All construction shall match existing. Coordinate temporary location of tools inside tool shed during construction. Provide new concrete ramp up to toolshed from existing driveway as required to accommodate boiler removal. See photo below
Existing Tool Shed
Contractor Questions:
1. What is the system operating pressure for the Deaerator?
a. Response: Operating Pressure is 5 PSI.
2. For the temporary trailer, if you need steam hose, what footage and diameter is needed?
a. Response: Footage shall be coordinated with final placement of trailer. Existing pipe at wall should be an 8” connection.
3. For the temporary trailer, if condensate hose is needed, what footage and diameter?
a. Response: Footage shall be coordinated with final placement of trailer. Existing pipe at wall should be a 3” connection.
4. DA is sized for 350 HP (1 boiler), correct? I believe you said the current setup is N+1, but just wanted to confirm.
a. Response: Correct, unit sized for a 350 HP boiler.
5. For the Deaerator, the pumps are continuous run, correct?
a. Response: Pumps are continuous run with bypass valve.
6. Boiler pressure was observed to be ~70psig. Will this also be the incoming pressure to the DA?
a. Response: Provide with PRV per note 5, to reduce pressure to DA to 60 psi.
7. Spec calls for factory insulation, but factory insulation is often damaged in shipping. Will you allow tank to be field insulated?
a. Response: Field insulation is acceptable.
