The scope of work includes abrasive blast cleaning of interior and exterior surfaces in accordance with SSPC SP 10 standards, structural repairs, and repainting using approved coating systems (Tnemec, Sherwin Williams, or Carboline products). Contractors must provide comprehensive temporary potable water pumping systems and fire suppression storage tanks capable of maintaining minimum requirements of 150,000 gallons of fire suppression storage, 600 GPM flow for sprinkler systems, 300 GPM peak flow for normal operations, 140,000 GPD normal usage, and 125 psi pressure maintenance throughout the rehabilitation period. All work must comply with AWWA D102-11 standards and Kentucky Division of Water and National Sanitation Foundation requirements for potable water tank rehabilitation. The project requires submission of bids exclusively through the Commonwealth's eProcurement system at https://vss.ky.gov by January 23, 2025 at 1:30 P.M. Eastern Time, with a non-mandatory site visit scheduled for December 19, 2024 at 9:30 A.M. Eastern Time at 200 Road to Justice, West Liberty, Kentucky 41472. Bidder questions must be submitted by January 10, 2025, and a public bid reading will be conducted via conference call at 2:30 P.M. Eastern Time on the bid opening date. The project requires substantial completion within 120 calendar days and final completion within 150 calendar days, with liquidated damages of $750 per day for delays beyond substantial completion and $450 per day beyond final completion, and contractors bear full responsibility for temporary power supply, utility coordination, containment and waste disposal, staff training, and all operational costs throughout the rehabilitation period.
