About this opportunity

The Commonwealth of Kentucky Department of Corrections, through its Division of Engineering and Contract Administration, is soliciting competitive bids (RFB-125-25, Solicitation No. RFB 785 2500000239) for the relocation of two License Plate Production Lines from Kentucky State Reformatory to the Kentucky Correctional Institution for Women in Pewee Valley, Kentucky. The scope of work encompasses installation of electrical utilities including new transformers, panelboards, and disconnects; compressed air piping, valving, and filters to connect air compressors and production equipment; a new direct expansion air handling unit on grade and exhaust fan on the roof with associated ductwork to maintain stringent temperature and humidity requirements in one production room; installation of a lay-in ceiling grid (specifically Armstrong Fine Fissured Contractor White Mineral Fiber 2x4 Drop Ceiling Tile, model PP922A) in one production room; modification of the existing automatic sprinkler system to provide new sprinklers in the lay-in ceiling; and concrete housekeeping pads beneath air handling units with necessary excavation and grading. All work must be performed inside the facility perimeter security fence, and the owner will furnish all production equipment and two air compressors with contractors performing final connections. The mandatory site visit was held on November 22, 2024, at 11:00 AM ET at 3000 Ash Avenue, Pewee Valley, KY 40056, requiring prospective bidders to submit NCIC background check forms by November 18, 2024, at 3:00 PM ET. Bids were due electronically through the Commonwealth's eProcurement system by December 10, 2024, at 1:30 PM ET, with a public bid reading scheduled for 3:00 PM ET on the same date. Bidders must be registered in the Vendor Self Service system at https://vss.ky.gov prior to submission, and all Official Bid Documents and required Bid Bonds must be combined as a single PDF attachment. Plans and specifications are available at no charge at https://www.stateofkyplanroom.com, and procurement questions should be directed to Purchasing Agent Kristi Sharp at Kristi.Sharp@ky.gov or (502) 330-9858.

The procurement documents do not identify any specific set-aside designations for disadvantaged enterprises, minority-owned businesses, or other restricted categories of organizations, nor do they identify any incumbent vendors or current contractors for this project. Additionally, no specific contract award value, budget range, or contract term information is provided in the solicitation documents. The solicitation has been modified through three versions and two addenda, with Addendum No. 1 (dated November 18, 2024) eliminating vaccination requirements and Addendum No. 2 (dated December 2, 2024) providing clarifications and modifications to project specifications and drawings that become binding upon contract issuance. Contractors must acknowledge receipt of all addenda on their proposal or bid form, and any documentation obtained from sources other than the official state plan room will not be recognized, with such contractors not registered as planholders and unable to receive subsequent addenda. Key project contacts include Design Consultant Gunnar Wagoner at wagoner@bcclt.com, Project Manager Tony Yates at Tony.Yates@ky.gov, and Purchasing Agent Kristi Sharp, providing prospective bidders with multiple avenues for clarification and project information throughout the bidding process.
