About this opportunity

The Commonwealth of Kentucky, Department for Facilities and Support Services, Division of Engineering and Contract Administration, is soliciting sealed bids for Testing, Adjusting, and Balancing (TAB) services related to the renovation of the Academic Building at Hopkinsville Community College in Hopkinsville, Kentucky (RFB-11-25). The procurement is classified as general construction services and requires the successful bidder to furnish all labor, materials, tools, instruments, coordination, and services to perform comprehensive TAB work on HVAC systems within a 47,420 square-foot, two-story facility containing classrooms and offices. The scope includes testing and balancing of water source heat pumps, boilers, cooling towers, pumps, dedicated outside air units with energy recovery, and fume hood exhaust systems, along with optional ductwork leakage testing. The TAB agency must be a current member of the Associated Air Balance Council (AABC), provide proof of certification for all project systems and a Test and Balance Engineer certificate, and possess computers, cables, and software necessary to operate the building control system. The deliverables include shop drawings and submittal data submitted 30 days prior to work commencement, daily reports through the eComm system documenting time and noting repeat or failed items, preliminary and final TAB reports in multiple copies, and a National Project Performance Guaranty assuring compliance with project specifications and National Standards. All work must comply with the latest AABC National Standards with adjustment tolerances of 10% unless otherwise stated, and all measurement instruments must be accurate and calibrated per National Standards. Bids are due by July 15, 2024, at 9:30 a.m. Eastern Time through the Commonwealth's eProcurement system (Vendor Self Service) at vss.ky.gov, with a public bid opening conference call scheduled for 11:00 a.m. Eastern Time on the same date using conference number 240522002# and participation code 39750#. The substantial completion date is April 19, 2025, with final completion by May 19, 2025, and pricing is based on unit prices for calibration of devices and ductwork/casing pressure testing quoted per hour, additional job site trips quoted per trip, with all labor, materials, supplies, overhead, and profit included in the unit prices.

The Commonwealth of Kentucky maintains reciprocal preference for Kentucky resident bidders and preferences for qualified bidders or the Department of Corrections Division of Prison Industries; however, no designated set-asides for disadvantaged enterprises are specified in the solicitation documents. All bidders must be registered and active on the Commonwealth of Kentucky Vendor Self Service website prior to submission, and domestic and foreign corporations must be registered with the Kentucky Secretary of State and declared in good standing prior to contract award. Bidders must submit a bid guarantee of not less than five percent of the lump sum base bid in the form of a bid bond or certified check, and the successful bidder shall furnish 100% Performance and separate 100% Payment Bonds with surety companies authorized in Kentucky with A.M. Best ratings of no less than A VII. The project involves integration with the existing Hopkinsville Community College building control system and the Commonwealth Educational Maintenance and Communications System (CEMCS), and the General Contractor is A&K Construction, with the Commissioning Agency and Project Design Engineer (Architect-Engineer) providing oversight and acceptance of completed work. All TAB work will be directly contracted by the Commonwealth of Kentucky rather than as a subcontract to the general contractor, and the Finance Division of Engineering & Contract Administration, located at The Bush Building, 403 Wapping Street, 1st Floor, Frankfort, Kentucky 40601, will serve as the administering entity. No specific budget or award value is published in the solicitation documents; the award will be issued to the lowest-cost responsive bid submitted by a responsible bidder, with partial payments available up to 90 percent of the contract amount pending engineer acceptance of completed work and the final 10 percent contingent upon final acceptance.
