About this opportunity

The Commonwealth of Kentucky's Department for Facilities and Support Services, Division of Engineering and Contract Administration, is soliciting bids on behalf of the Department of Parks for emergency flood repair and utility renovation at Green River State Park Campground in Campbellsville, Kentucky, under RFB-103-27. Final technical questions are due November 4, 2026 at 12:00 p.m. Eastern Time, and bids are due November 12, 2026 at 1:30 p.m. Eastern Time, a date moved from November 4 by Addendum Two dated October 28, 2026.

The work covers updating and renovating the campground's utility infrastructure, including replacement of water and electrical services, expansion of several campsites, and construction of new living areas. Addendum Three permits 2-inch SDR 21 PVC water mains meeting ASTM D2241 and NSF/ANSI 61 as an alternative to the specified 3-inch I.P.S. DR11 HDPE, and revises the water-system thrust-block detail on sheet C503. Contractors may stay on site in RVs or camping vehicles at $30.00 per night per campsite, supplying their own trash and sanitary waste removal, electrical, and water. One bathhouse remains open for showers, which contractors must clean and maintain. The solicitation is classified under Commodity Code 912 (General Construction Services).

A mandatory site visit was scheduled for October 22, 2026 at 11:00 a.m. Eastern Time at Green River Campground, 179 Park Office Road, Campbellsville, and that date has passed. A public bid reading by conference call follows at 3:00 p.m. Eastern Time on the bid date. Addendum Three states that a final addendum will issue on the question deadline date if needed.

Bids must be submitted exclusively through the Commonwealth's eProcurement system at https://vss.ky.gov. Postal, overnight courier, email, and hand-delivered submissions are not accepted. Bidders must register in the Vendor Self Service system before submitting, allowing 24 to 48 hours for activation. The Official Bid Document and any required Bid Bond must be combined into a single PDF attachment, and bidders enter $0.00 as the contract amount in the system, with the actual amount stated on the Official Bid Document. Bid documents are available at no charge at https://www.stateofkyplanroom.com.

Questions go to Purchasing Agent Susan Ward at 502-226-0335 or Susan.Ward@ky.gov. Project contacts are Architect Ben Boggs, Project Manager David Trautwein, and Agency representative Brandon Holt.
