About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, on behalf of the Kentucky Department of Fish and Wildlife Resources, is issuing Request for Bid (RFB-06-22) for the construction and delivery of an aluminum courtesy dock at Barren River State Resort Park in Lucas, Kentucky. This procurement seeks a single lump sum bid for the fabrication and delivery of three floating dock sections (one 6' x 32' unit and two 6' x 16' units), one 4' x 60' aluminum gangway, one 60' aluminum stiff arm, ten 10-inch aluminum boat tie-up cleats, stainless steel cable with hardware, and associated components. The dock must be constructed from 6061-T6 marine-grade aluminum with fully welded joints by certified welders, featuring ribbed decking, black polyethylene floatation meeting U.S. Army Corps of Engineers compliance standards, and pressure-treated fender boards with vinyl bumpers. The dock must meet comprehensive design load requirements including a minimum 50 PSF live load capacity on deck surfaces, 50 PSF gangway loads with 200-pound handrail loads, 15 PSF wind loads from any direction, and maintain 16 to 18 inches of freeboard with no more than 3 inches variation per 100 linear feet. All welds must comply with AWS D1.2/D1.2M standards with stainless steel hardware throughout. The contractor has ninety calendar days from contract issuance to deliver all specified items to Barren River State Park, with no installation required, and must submit shop drawings for approval prior to fabrication and provide two complete sets of stamped plans with detailed assembly instructions upon delivery. Sealed bids are due electronically through MOVEit on July 13, 2021, at 2:00 P.M. Eastern Time, with public bid reading conducted via conference call at 2:30 P.M. ET on the same date. The successful bidder shall furnish a 100% Performance Bond and a separate 100% Payment Bond, with all bids requiring a bid guarantee of not less than five percent of the lump sum base bid in the form of a bid bond or certified check; bids must remain valid for thirty calendar days following the bid opening date.
Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders in accordance with KRS 45A.490-494, and all Kentucky resident bidders claiming resident status must submit the Required Affidavit for Bidders, Offerors, and Contractors Claiming Resident Bidder Status. Nonresident bidders must submit a certificate of authority to transact business in the Commonwealth. Disadvantaged contractors including Women-Owned Business Enterprises (WBE), Minority-Owned Business Enterprises (MBE), Disadvantaged Business Enterprises (DBE), and Service-Disabled Veteran-owned firms should identify their certification status and attach proof of certification. All domestic and foreign corporations must be registered with the Kentucky Secretary of State and declared to be in good standing prior to contract award, and all vendors must be registered with eMars (eProcurement) to receive a contract. Bidders must submit numerous affidavits and certifications including statements of non-collusion, non-conflict of interest, campaign finance law compliance, tax compliance, workers' compensation and unemployment insurance requirements, and a vendor report of prior violations within the last five years in categories including corporate taxes, sales and use taxes, income taxes, wage and hour violations, occupational safety violations, unemployment insurance violations, and workers' compensation violations. Service contracts require commercial general liability insurance with minimum $1,000,000 combined single limit, automobile liability insurance with $1,000,000 combined single limit, and workers' compensation insurance as required by Kentucky law. The procurement documents do not specify a contract amount or budget range for this project; award will be issued to the lowest responsive bid from a responsible bidder, with questions directed to Greg Logan at (502) 564-5162, Toby Baker at (502) 564-5188, or purchasing agent Margaret MacDonald at (502) 564-5182 or Margaret.MacDonald@ky.gov.
