About this opportunity

The Kentucky Transportation Cabinet, through the Commonwealth of Kentucky Division of Engineering and Contract Administration, is requesting bids for construction of a 1,500-square-foot pesticide chemical storage building in Clay County, with bids due July 6, 2026 at 1:30 p.m. Eastern Time. The mandatory site visit was held June 15, 2026; Addendum 1 (issued June 18) and Addendum 2 (issued June 26) have modified the original bid documents dated May 26, and bidders must acknowledge receipt of both addenda in their submissions to avoid disqualification.

The facility will be constructed at state highway maintenance lots in Manchester, Kentucky (2037 North Highway 421, Manchester, Kentucky 40962) and will feature a concrete foundation and slab floor with 250-gallon containment pit, wood-framed walls with metal exterior panels and thermal insulation, metal liner panels, two man doors and one sectional overhead door, wood-framed roof with ribbed metal panels, gutters and downspouts, heating to maintain minimum 50 degrees Fahrenheit, mechanical ventilation, LED lighting, and a portable emergency eyewash station compliant with ANSI/ISEA Z358.1 standards. Addendum 1 permits use of Fiberglass Reinforced Plastic (FRP) fans and louvers manufactured by MK Plastics, or equal products, as an alternative to originally specified materials. All work must comply with Kentucky Building Code standards and KYTC specifications.

Bids must be submitted exclusively through the Commonwealth's eProcurement system; email and hard-copy submissions will not be accepted. Bidders must register in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission, allowing 24–48 hours for registration. All bid documents, including the Official Bid Document and any required Bid Bond, must be combined as a single PDF attachment. A public bid opening conference call is scheduled for 3:00 p.m. Eastern Time on July 6. Plans, specifications, and bidding documents are available at no charge through https://www.stateofkyplanroom.com via Lynn Imaging (1-800-888-0693). Key contacts include Architect Andrew Kesler (Kesler Simpson Architects), Engineer John Newman (N3D Group), and Project Manager Carl Kratzer (KYTC Division of Engineering and Contract Administration).
