About this opportunity

The Maryland Department of Health's Office of Population Health Improvement is requesting applications for a Phase 1 requirements analysis and future planning engagement for the Healthcare Workforce Data Clearinghouse, with applications due August 26, 2026 at 4:00 p.m. Eastern Time through eMaryland Marketplace Advantage. Eligibility is restricted to 501(c)(3) nonprofit organizations, state or local government agencies, public colleges, or state universities with an operational office in Maryland and registration with the Maryland Department of Assessments and Taxation; commercial entities may not serve as prime applicants.

The scope encompasses five concurrent activities: orientation to existing state resources, development of three use cases (analysis of underserved areas, churn and trend analysis, and service commitment tracking), and creation of a roadmap for future Clearinghouse development. Deliverables include a memo on existing resources (due October 31, 2026), requirements analyses and specifications for the three use cases (due March 31, 2027), a draft roadmap (due March 31, 2027), and a final roadmap (due April 30, 2027). The applicant must demonstrate substantial organizational capacity in data management, integrations, analytics, visualization, and decision support, with at least five years of experience working with the Maryland Department of Health and its stakeholders.

The maximum award is $649,385 for the agreement period running October 1, 2026 through April 30, 2027. An administrative and indirect cost cap of 8.5 percent applies to all project budgets. Funding is 100 percent provided by the Centers for Medicare and Medicaid Services through the Maryland Rural Health Transformation Program. The state intends to make one award and anticipates close collaboration with OPHI staff throughout performance. A pre-proposal conference was held August 5, 2026; the state notes that applicants whose work contributes to downstream opportunities will be precluded from bidding on subsequent related work.
