About this file
This is a Pre-Proposal Conference Summary for RFA BPM058186 issued by the Maryland Department of Health's Office of Population Health Improvement (OPHI). The project seeks a qualified applicant to conduct a requirements analysis and develop future plans for Phase 1 of Maryland's Healthcare Workforce Data Clearinghouse, a centralized digital repository for collecting, validating, and standardizing healthcare workforce data. The applicant is not responsible for building the clearinghouse itself but rather analyzing existing data, identifying gaps, and making recommendations. The conference summary documents questions and answers from the pre-proposal meeting, clarifying eligibility requirements, vendor restrictions, project scope, and state involvement. The state intends to make one award under this agreement and anticipates close collaboration with OPHI staff, including a health planner, health policy analyst, and a council that will review data and provide recommendations throughout the seven-month performance period. No pre-award interview is planned.
Eligibility is restricted to nonprofit organizations classified as tax-exempt under Section 501(c)(3) of the Internal Revenue Code, local or state government agencies, public colleges, or state universities, with an operational office required in Maryland. Commercial entities are prohibited from serving as prime applicants but may participate as subcontractors, though both primes and subs whose work contributes to downstream opportunities will be precluded from bidding on subsequent related work. The applicant is encouraged but not required to perform at least 51 percent of the work. Funding is available up to a specified amount, though applicants are not required to utilize the full grant. The results and recommendations generated from this analysis will be made publicly available. The pre-proposal conference was attended by representatives from nonprofit organizations, universities, consulting firms, and state entities interested in the opportunity.

BPM058186 Pre-Proposal Conference Summary
Questions
1. Does the awardee have to be a non-profit
a. Per Section 2.1.3, the Applicant must be a nonprofit organization, classified by the IRS as tax-exempt under section 501(c)(3) of the Internal Revenue Code.
2. The RFA calls for skills in analytics, integration, data visualization, etc. Will the requirements analysis actually include performing data analytics work, building data visualizations, etc., or does the applicant need to understand these concepts in order to build accurate requirements for the Clearinghouse?
a. The applicant is not actually building the clearing house. They would look at the data and compare it and identify where the gaps are.
3. Who is eligible to apply?
a. Per Section 2.1 of the RFA, social organizations (non-profit) as defines per Section
7-402 of the State Finance and Procurement Article of the Annotated Code of Maryland, or a local, state government agency, public college, or state university
4. Can the state please confirm that a commercial entity may not apply as a prime for the application?
a. That is correct. The vendor needs to be a nonprofit organization or university or state or local government entity (See Section 2.1 of the RFA)
5. Thank you for answering my first question. Could the prime on this effort be part of a future bid, or would they be precluded from serving as a sub.
a. They would be precluded. If the work of the prime or the sub-recipient are part of generating the downstream opportunities, then they would be precluded.
6. Please confirm that the prime should maintain an operational office in Maryland.
a. Yes, that is true.
7. If a sub-applicant is a commercial entity, and bid as part of a consortium for the evaluation, will they be prohibited from bidding on downstream work, in subsequent applications, as indicated earlier, or is the prime/sub requirement only for this application?
a. They would be precluded. If the work of the prime or the sub-recipient are part of generating the downstream opportunities, then they would be precluded.
8. Is the RFA designed for 1 award for or multiple organizations?
a. Per Section 1.1.3 of the RFA, The Department intends to make one award for this agreement.
9. Can you confirm that the prime is encouraged to do 51% of the work, but is not required?
a. Yes, the Applicant is encouraged to perform at least 51% of the work.
10. Will the outcome of this work (e.g. recommendations, analysis) be publicly available?
a. Yes
11. If the work is made publicly available, can you please explain the reason behind vendor restrictions for future work?
a. If the selected vendor is making those recommendations, they can't be also the entity that will do those recommendations because then they're just hiring themselves.
12. How involved with the MD Team be involved with the development of the recommendation during the 7-month period?
a. The Office of Population Health Improvement will be working very closely with the vendor. There is also a council who will be reviewing the data and making recommendations. We also have two dedicated staff members that will be working on this project - a health planner and a health policy analyst
13. Should we anticipate meeting with (OPHI staff) on a regular basis?
a. Yes
14. What are the proposal evaluation criteria?
a. The evaluation criteria can be found in Section 5 of the RFA.

a. No, it is up to that amount.
