About this opportunity

The Oregon Department of Early Learning and Care is requesting applications for a Healthy Families Oregon service provider to serve Baker and Malheur Counties, with applications due June 24, 2026 at 5:00 PM Pacific Time and questions due by June 8, 2026. The RFA anticipates awarding one grant, though DELC reserves the right to award multiple grants or none at all.

Eligible applicants include multi-purpose and single-purpose nonprofits, state or local government entities, and Coordinated Care Organizations with demonstrated experience in early childhood and parent support services. Applicants must demonstrate business management experience, fiscal solvency, organizational capacity, and strong community partnerships with health agencies, the Department of Human Services, and other service providers.

The scope is evidence-based home visiting services for at-risk families beginning during pregnancy or shortly after childbirth, with services extending up to three years. The program focuses on preventing child abuse and neglect, promoting healthy child development, improving family self-sufficiency, and preparing children for kindergarten. Home Visitor caseloads must not exceed 30 case weight points, and staffing must include positions for Program Manager (minimum 0.5 FTE), Supervisor, Home Visitors, and HFO Eligibility Screeners in accordance with HFO staffing ratios and Healthy Families America Best Practice Standards.

The maximum award is approximately $830,000 for the full biennium, prorated to match the grantee's performance period. The initial grant term runs October 1, 2026 through June 30, 2027, with potential extensions at DELC's discretion based on performance and available funding. Grantees participate in Medicaid Administrative Claiming and must reinvest a minimum 90% of MAC earnings to maintain, expand, or enhance core services. Administrative and indirect costs are capped at 15% of the General Fund allocation.

Applications are evaluated on nine criteria totaling 100 points: experience and responsibility, oversight and supervision, organizational mission, staffing plan, experience with similar services, implementation of services, community coordination, equity planning, and budget reasonableness. Grant negotiations must conclude within five calendar days of the Notice of Award, or DELC may proceed to negotiate with the next-ranked applicant.
