About this opportunity
The Town of Glastonbury, Connecticut, located in Hartford County, is soliciting proposals from qualified certified revaluation companies to conduct comprehensive revaluation services for approximately 14,645 parcels, including 13,090 residential accounts and 1,555 commercial, industrial, and special-use accounts. The project aims to update assessments to reflect 70% of market value as of October 1, 2027, in accordance with Connecticut General Statutes 12-62. Key deliverables include physical inspections of selected properties, verification of all residential and commercial sales transactions occurring between April 1, 2026 and October 1, 2027, data mailer preparation and distribution, digital imaging of properties, income and expense surveys for commercial properties, preparation of assessment notices, and facilitation of informal hearings. Respondents must be certified revaluation companies certified for a minimum of five years under Connecticut General Statutes 12-2b-2, with Project Managers requiring at least five years of practical appraisal experience across multiple property types, Reviewers and Appraisers requiring three years of experience with at least two years in mass appraisal within the past five years, and Data Collectors requiring a minimum of six months of relevant experience. The RFP offers four inspection options with varying scopes and costs. Proposals must be submitted electronically through the Bonfire e-Procurement portal at https://glastonburyct.bonfirehub.com/ no later than May 27, 2026 at 11:00 AM, with a public Zoom meeting held on the due date to announce all respondents. The selected firm is expected to commence services on or about August 2, 2026, with the contract extending until approximately April 30, 2028, following the completion of Board of Assessment Appeal hearings. Evaluation criteria include accuracy, quality, firm qualifications, project work plan, and responsiveness to requirements, with the Selection Committee retaining discretion to conduct interviews with top-rated respondents.
The Town of Glastonbury actively encourages participation from Minority, Women, and Disadvantaged Business Enterprises (MWDBEs) and maintains Affirmative Action and Equal Opportunity Employer status. No incumbent vendors or current contractors are identified in the solicitation documents. The selected firm must obtain a 100% Performance and Payment bond and provide comprehensive insurance coverage including Worker's Compensation, Commercial General Liability, Automobile Liability, Umbrella coverage, and Professional Liability with minimum limits of $2,000,000 per claim and aggregate. The Town reserves the right to cancel or modify the RFP, waive informalities, reject portions of the procurement process, or reject entire responses at its sole discretion when deemed in the best interests of the municipality. While specific award values or budget ranges are not disclosed in the available solicitation documents, the preliminary fee proposals must be submitted separately, with costs identified for each of the four inspection options provided, to expedite contract negotiations.
