About this opportunity
The Town of Berlin, Connecticut is requesting proposals for the revaluation of all real estate within its corporate limits as of October 1, 2027, under RFP #2027-04, with proposals due September 8, 2026 at 10:00 a.m. The scope encompasses approximately 9,029 parcels totaling $2.6 billion in gross real estate grand list, including all taxable, exempt, and public utility real property. The central capability filter is three years of documented experience performing revaluation services in Connecticut for comparably sized municipalities, combined with appropriate Connecticut licensing and regulatory compliance.
Proposers must use Vision Appraisal software version 8 and conform all valuations to 70 percent of fair market value per Connecticut General Statutes and Uniform Standards of Professional Appraisal Practice. Key project milestones span May 2027 through December 2027, with critical deliverables including preliminary residential and commercial land studies, building cost values and manual, suggested values to the Assessor, and final performance testing. The pricing proposal structure covers revaluation per specifications, residential and commercial valuation schedules, exempt valuation schedules, and Vision 6.5 software costs.
Proposers must provide evidence of a business continuity plan and audited internal control environment; demonstrate MAI designation for assigned commercial appraisers (preferred); and maintain professional liability insurance of not less than $1 million. A performance bond equal to 100 percent of the bid amount is required if the contract exceeds $50,000. Evaluation criteria include responsiveness to specifications, qualifications of assigned staff, project timetable, quality of public information programming, and fee competitiveness, though cost is not the sole basis for award. Questions are due August 31, 2026. The agreement period and contract term are to be negotiated; the Town reserves the right to cancel the contract at any time. The anticipated award date is fall 2026. Submissions must be electronic through the Town's OpenGov Procurement portal; email and fax submissions will not be accepted.
