About this opportunity

The City of Detroit Office of Contracting and Procurement (OCP) is requesting quotes on retroreflective sign sheeting rolls, precuts, and sign manufacturing accessories under RFQ 551515, with quotes due October 9, 2026 at 1:00 PM EST and questions due October 2, 2026 at 1:00 PM EST. Detroit-based certified vendors qualify for equalization credits of one to five percent depending on certification category (Detroit-Based Business, Detroit Resident Business, Detroit Headquartered, Small Business, Micro Business, or Construction Workforce variants); the lowest equalized bidder receives award if their bid does not exceed 12 percent above the lowest responsible bid or $100,000, whichever is less. The Purchasing Director may limit bidding to Detroit-certified businesses if at least three eligible firms exist.

The scope includes High Intensity Prismatic (HIP) sheeting conforming to ASTM Type X standards, Super High Efficiency Full Cube Prismatic (FCP) sheeting in standard and fluorescent colors (yellow-green and orange), rolls in widths of 24", 30", 36", and 48" at 50- and 100-yard lengths, precut sheets in multiple dimensions, clear transfer tape, protective overlay film, pressure-sensitive cuttable film, and slip sheeting. Materials must comply with FHWA minimum reflectivity levels. The City anticipates making one or multiple awards and may procure through a three-year contract term with any renewal requiring City Council approval and Chief Procurement Officer signature. Vendors must have a minimum of one year of experience providing retroreflective sign sheeting at the same or similar scope, submit five samples from each sheeting category for approval before shipment, and provide independent testing data (no more than five years old) through programs such as AASHTO's National Transportation Product Evaluation Program. A 10-year warranty covering material and labor for sign restoration is required—comprehensive replacement for the first seven years, sheeting-only replacement for years 8 through 10. Performance location is the City's Sign Shop facility at 2425 Fenkell Street. Vendors must provide firm pricing on a unit basis including shipping, with delivery not exceeding one year after award.

Respondents must submit notarized affidavits (Disclosure of Interests and Non-Collusion), certificates of authority, three years of financial statements, evidence of SAM registration, City of Detroit Treasury Clearance approval, and proof of insurance compliance before City Council approval. A Priority Hire Agreement requiring commitment to hire Detroit residents is required as part of the Respondent Questionnaire. Quotes are submitted through the Bonfire procurement portal.
