About this opportunity
The Michigan Department of Technology, Management & Budget is requesting bids for printing the October 2026 Retiree Bulletin, with bids due August 28, 2026. Only prequalified vendors registered with the State of Michigan's Print & Mail Management division are eligible to bid; prequalification takes approximately one week and is initiated by contacting Andrew Hale at 517-636-0092 or halea3@michigan.gov.
The scope covers printing approximately 57,800 copies across two versions (56,800 copies Version 1; 1,000 copies Version 2) of a 12-page self-cover, saddle-stitched bulletin with finished size 5.5 × 8.5 inches (folded from 8.5 × 11 inches). Printing specifications include black ink on both sides, no bleeds, 50# white offset text stock for the cover, half-fold bindery work, and carton packing with tight wrapping. The state will provide an electronic file; vendors must submit one PDF proof for approval prior to production and commit to providing weekly production updates. Delivery is required by October 16, 2026 to the State's dock at 7461 Crowner Drive, Lansing, Michigan 48913 on an F.O.B. Destination, prepaid basis with freight costs included in the bid price. The dock operates 8:00 a.m. to 3:30 p.m., Monday through Friday, excluding standard holidays; late bids will not be accepted.
Vendors must submit detailed quote letters as part of their bid response; failure to provide this documentation results in automatic disqualification. Award will be made based on best price and value to the state, with consideration given to past quality performance and ability to meet specified requirements, rather than automatically to the lowest bidder. Pallet and packaging specifications apply: single-face hardwood pallets with two-way entry, 44" to 48" length, 36" to 48" width, maximum height 5'6" including pallet, maximum gross weight 4,000 pounds. All cartons must be clearly labeled with commodity number, description or form number, purchase order number if applicable, and quantity. The state will not accept underruns; overruns are at vendor expense. Vendors must accept Electronic Funds Transfer (EFT) payments.
