About this opportunity
The Town of Greenburgh Department of Public Works is requesting sealed bids for demolition and reconstruction of approximately 400 linear feet of retaining wall at its DPW Yard, with bids due August 5, 2026 at 3:00 p.m. The project scope calls for steel soldier piles encased in concrete drilled shafts with precast concrete lagging wall, a specification-driven design that filters bidders to firms with deep foundation and precast concrete experience.
The work includes clearing and grubbing, 3,400 cubic yards of select granular fill, 6,400 square feet of prefabricated composite structural drain, 630 linear feet of predrilled pile holes, 160 linear feet of rock sockets, 1,400 linear feet of soldier piles, 6,200 square feet of precast concrete panel lagging, 400 linear feet of precast concrete pile caps, 6,400 square feet of sheet-applied waterproofing membrane, 400 linear feet of vinyl-coated steel chain-link fence, soil and turf establishment, electrical line relocation (allowance $50,000), and miscellaneous work (allowance $50,000). Joint sealants must comply with new specification section 07 92 00 (added by Addendum No. 1 dated July 29, 2026) with applicators holding minimum five years' experience and mock-up samples passing ASTM C1521 adhesion tests. Construction duration is six months from mobilization.
New York State prevailing wage rates apply. Minority manpower utilization goals of 11.0 to 13.0 percent are required for applicable trades. Bidders must submit a certified check or bid bond equal to five percent of the base bid. The successful contractor must furnish a Performance Bond equal to 100 percent of the contract price, a Labor and Material Payment Bond for the full contract amount, and a two-year Maintenance Bond equal to 100 percent. General Liability Insurance of $2 million single limit per occurrence, Owners and Contractors Protective Liability of $1 million, and Automobile Liability Insurance of $1 million are required.
The contract is awarded to the lowest responsible bidder based on qualifications, experience, organization, finances, and past performance. A non-mandatory site visit was held July 20, 2026; questions were due July 24, 2026. Plans and specifications are available through Empire State Bid, the New York State Contract website, and the Town of Greenburgh website. No incumbent is identified and no prior similar contracts have been awarded within the past five years.
