About this file
This Addendum No. 1 is issued by the Town of Greenburgh Bureau of Engineering in White Plains, New York, for the Retaining Wall Replacement project at the Town of Greenburgh DPW Yard. The addendum, dated July 29, 2026, modifies the original bid documents and includes revised plans (Sheet S-09), updated bid sheets (C1-C2), and a new specification section (07 92 00 for joint sealants). The project involves demolition of an existing timber retaining wall and reconstruction of approximately 400 linear feet of retaining wall using steel soldier piles encased in concrete drilled shafts with precast concrete lagging. Key bid items include clearing and grubbing, select granular fill (3,400 cubic yards), prefabricated composite structural drain (6,400 square feet), predrilled holes for piles (630 linear feet), rock sockets (160 linear feet), soldier piles (1,400 linear feet), precast concrete panel lagging (6,200 square feet), precast concrete pile caps (400 linear feet), sheet-applied waterproofing membrane (6,400 square feet), vinyl-coated steel chain-link fence (400 linear feet), topsoil and turf establishment, electrical line relocation allowance ($50,000), mobilization (4 percent lump sum), and miscellaneous additional work allowance ($50,000). A walkthrough was held on July 20, 2026, and the construction duration is specified as six months from contractor mobilization.
The specification section 07 92 00 establishes requirements for joint sealants, including compressible sealants and expanding foam sealants from manufacturers such as Schul International Corporation, Emseal, Norton, Sandell, Macklanburg Duncan, Convenience Products, and FAI International, Inc., or approved equals. Sealant applicators must have a minimum of five years' experience, and mock-up samples must be approved and pass ASTM C1521 adhesion tests before work begins. The addendum addresses 26 questions from bidders, clarifying technical details such as galvanized bolt specifications, the $50,000 electrical relocation allowance to be coordinated with the Town, site restoration requirements, test pit procedures for locating water lines, winter work allowances, and confirmation that the precast cap can alternatively be cast-in-place. No incumbent contractor or business enterprise with prior similar contracts is identified, and the project has no set-aside requirements specified in the addendum.

END OF SECTION
1. Can someone take a look at this and see if we can in fact bench back into the slope to allow for the installation of the new piles?
Answer: Please see answer to Question No. 2
2. Has the engineer explored any other options for a wall design that might minimize the equipment size required to construct to remain within the present area between the building and the wall?
Answer: Contractors shall bid the project according to the Contract Documents.
The Town will evaluate value engineering proposals from the selected contractor for conformance to project requirements. Value engineering proposals needs to signed and sealed by a Professional Engineer licensed in New York State.
3. The details on sheet S-09 call out a rubberized joint sealant between the precast casts, however, no product is specified and the spec book is missing section 07 92 00 which is the joint sealant section. Please provide us the required joint sealant.
Answer: See Spec section 07 92 00 attached. Please refer to revised sheet S-09 in the addendum.
4. The details on sheet S-09 call out a bolted attachment between the precast pile cap and the steel pile. Are there any special requirements for the nuts, bolts and washers? (ie.
Galvanized, stainless,…) Please advise.
Answer: The detail on sheet S-09 states galvanized bolts.
5. Please provide additional information for the relocation of the electrical line-
a. Where is it being relocated to?
b. Is it underground or overhead?
c. If it is underground, please provide details for the trench.
d. Can we test pit the electric to locate conflicts and then shift the alignment of the piles and lagging as required in lieu of relocating the electric?
Answer: A $50,000 allowance has been allocated for the electrical work. The selected contractor will work with the Town for the proposed electrical work.
6. Please clarify that there aren’t any clearing restrictions.
Answer: There are no restrictions.
7. Can the root mass be left on the slopes after the clearing is complete to help with slope stabilization?
Answer: Yes
8. There are (2) existing telephone poles located at the back of the DPW building within the work area. Can they be removed to provide some extra space within the work area?
Answer: Please see answer to Question No. 5
9. Please confirm that DPW will be removing the storage container, road sanders and any other obstructions within the work zone.
Answer: This shall be coordinated with DPW before mobilization.
10. Please confirm that the continuous 8” x 8” x ½” “L” (item 564.51000039 as labelled on the plans) is only required from Pile #5 to Pile #8.
Answer: This is correct. Please refer to sheets S-05 and S-08.
11. Sheet S-08 shows the concrete shaft for the foundation stopping approximately 1’ below grade to allow for the lagging to be recessed, however, no detail has been provided for the infill of the slot trench we will need to excavate to allow for this installation. Please provide a detail.
Answer: The slot in front of the lagging shall be filled with concrete to the roadway surface.
12. The existing paved surface is broken up and not consistence thru the work area. The equipment required to construct the wall will likely breakup the balance of the paved area.
At the end of the project will an Item-4 surface be acceptable or will it need to be repaved?
Please provide details for restoration.
Answer: The Contractor shall restore the damaged paved area to existing condition.
Paid under site restoration.
13. Please confirm that the scales are correct for the sections and the details on sheet S-
08. We are coming up with significant diƯerences in quantities and it may be a discrepancy with the scales.
Answer: Quantities of material installed will be documented by the inspector and paid accordingly to the Contractor based on unit price.
14. Are there any finish coatings required on the exposed steel of the soldier piles?
Answer: Soldier piles shall be galvanized. Please refer to Specification 32 32 43 item
2.01 F.
15. Does the DPW have a disposal location available for the drill spoils?
Answer: Contractor to determine the disposal location.
16. Please confirm that work can continue in the winter as long as snow removal operations are not impeded.
Answer: Confirmed
17. Does DPW plow the work area, or is it allowed to “snow-over” during the winter?
Answer: DPW does not plow the work area.
18. The sections on S-08 show the swale being for under 203.07, select granular fill, however, there is no information provided for size of stone filling required for this item (ie. Fine or light, medium…). Please provide a material type for stone swale granular product.
Answer: Select granular fill shall conform to NYSDOT specification 203.07 and gradation shown in Table 733-11A.

Answer: The Clearing and restoration limits are depicted by the limits of structural fill and turf establishment.
20. What is the scope of work associated with the Electrical Line Relocation?
Answer: Please refer to question 5.
21. The original bid from 2022 had an item for Test Pits (item 206.05) and Site Restoration. Are these items no longer to be included in the bid?
Answer: Items added.
22. The plans call for test pits to locate the water line. How are the test pits to be paid?
Answer: Test pit item added.
23. How will Site Restoration be paid?
Answer: Site Restoration item added.
24. It appears that none of the revisions that were made with the addendum to the original plans and specs from 2022 were included in this proposal? (Sheet S-09).
Will all of these items be addressed in an addendum to this bid?
Answer: Revised sheet S-09 included in this addendum.
25. For the precast cap, one of our precast vendors brought to our aƩenƟon that the detail shown in the plans is for a CIP wall cap. The studs on the 3/4" steel cap plate would not be able to be incorporated into a separate precast cap.
a. Please confirm if this cap should be precast or CIP. If it is to be precast, this detail will need to be revised to a precast detail.
Answer: The cap could be cast-in-place paid per linear foot under item 563.42000010.
26. Item # 661.7001001 Electrical Line Relocation
a. Regarding the electrical line relocation during the pre bid meeting was mentioned may have possibly been relocated already if so is that confirmed? If not where is the line is it overhead or underground etc. Where is it getting relocated too. Thank you
Answer: Please refer to question 5.
