About this opportunity

The Texas Juvenile Justice Department (TJJD) is requesting proposals for retail electric provider services to supply electricity to all TJJD facilities across 17 active service locations, with proposals due September 18, 2026 (updated by Addendum A-001 from the original August 31 deadline) and questions due August 27, 2026. TJJD intends to award a single contract to one respondent capable of supplying electricity to all locations.

Respondents must be Texas Certified VetHUBs or submit a good-faith HUB Subcontracting Plan, making VBE certification or HUB participation a key eligibility filter. Respondents must also complete a Data Security Statement and comply with criminal background check requirements, PREA standards, and E-Verify employment verification.

TJJD operates five secure facilities and three halfway houses serving approximately 750 to 800 youth offenders at locations in Mart, Gainesville, Brownwood, and Harlingen, Texas. The selected REP must provide full requirements retail electric service including ERCOT settlement, PUCT-compliant billing, and customer support. Pricing must be submitted as a fixed-price structure with a 25% swing band, 10% add-delete provision, and a 60-month delivery term; all commodity components must be included in the quote, with TDSP delivery charges passed through without markup.

The contract term is two years (December 1, 2026 through November 30, 2028) followed by three one-year renewal options. Respondents must demonstrate financial stability by submitting audited or reviewed financial statements from the past three years at the lowest feasible level and must have a minimum of five years of experience in related services.

Evaluation criteria weight compensation and fees at 45%, personnel qualifications and relevant experience at 20%, company organization and qualifications at 15%, and litigation history and price at 10% each. Proposal evaluation is scheduled for completion by October 1, 2026, with contract execution targeted for November 2, 2026. Payment will be made within 30 days of receipt of correct and itemized invoices under the Texas Prompt Payment Act. Respondents must acknowledge receipt of Addendum A-001 prior to proposal submission.
