About this opportunity

Collin County Community College District is requesting proposals from retail electric providers to supply electricity service to all District facilities across eleven existing campuses in Plano, Frisco, McKinney, Wylie, Celina, and Farmersville (the Technical Campus in Allen is excluded), with proposals due July 28, 2026 at 10:00 a.m. The District is currently under contract through April 30, 2027 and intends service commencement with regularly scheduled meter reads on or after May 1, 2027.

Contract term options span one to six years, ending on April 30, 2028 through 2032 respectively. Pricing must be submitted in fixed-price, fully shaped, load-following format for each term option and must remain firm during the initial contract term. All cost components except intra-zonal congestion and Transmission and Distribution Service Provider (TDSP) charges must be included in quotes. Pricing shall reflect net 30-day payment terms and include a separate line item for a 10 percent add/delete provision. The District is tax-exempt and will not include taxes in pricing.

The District has provided historical consumption data spanning twelve months of Oncor Electric Delivery billing records across approximately twenty metering points representing different facility types and rate classes, plus smart meter interval data (15-minute readings) for multiple locations and projected consumption for two planned facility expansions: the Frisco Health Science Building Addition (1,879,800 kWh annually, 440 kW peak demand) and the Wylie Career and Technical Education Building Addition (1,879,800 kWh annually, 440 kW peak demand).

Evaluation criteria weight qualifications and experience at 37.6 percent combined, proposed services meeting District needs at 12.5 percent, customer care and billing at 25 percent combined, financial information at 12.5 percent, and references at 12.5 percent. Responsive bidders must provide firm overview, customer care details, public sector experience, billing and payment information, financial statements, contract documents in editable Word format, and three professional references. Questions are due July 15, 2026 at 12:00 p.m. The District reserves the right to accept or reject any or all submittals based on best overall value.
