About this opportunity
The City of Salem, Salem County, New Jersey is requesting bids for resurfacing and safety improvements on Griffith & Grant Streets (County Road #657) from NJ Route #49 to the Salem City/Mannington Township Municipal Boundary, with bids due November 18, 2026. The project spans 1.30 miles and is funded through the Congestion Mitigation and Air Quality Improvement Program (State Transportation Block Grant).
The scope includes milling of existing HMA surface course to a minimum depth of two inches; repair and replacement of failing HMA materials; overlay with HMA Surface Course Mix Designation 12.5M64; full-depth reconstruction at specific sections (complete milling, new HMA Base Course placement, and final HMA Surface Course); and safety improvements consisting of traffic signs, long-life traffic stripes, and beam guide rail installation. Minor storm drainage work includes installation of stormwater quality debris reducing cast iron curb pieces and resetting existing inlet castings to achieve positive drainage flow. The contractor must retain a New Jersey Licensed Surveyor to lay out pavement grades, structures, and handicap ramps using survey-level techniques.
Material and environmental constraints prohibit recycled asphalt material (RAP) in the HMA surface course mix and non-vegetative surface treatment within 300 linear feet of floodplain or wetland areas. The contract does not require a Material Transfer Vehicle (MTV). Fuel price adjustment and asphalt price adjustment mechanisms are included. The contract documents are attached to the solicitation.
