About this opportunity
Atlantic County is requesting bids on the resurfacing of County Route 563 (Philadelphia Avenue) in Egg Harbor City, with proposals due November 5, 2026.
The scope encompasses milling and resurfacing with HMA Base Course (3 inches thick) and HMA Surface Course (2 inches thick), plus ancillary improvements including curbing replacement and/or installation, driveways, sidewalks, handicap ramps, drainage structures, traffic striping, markings, symbols, raised pavement markers, and signage. A major component is complete reconstruction of the signalized intersection of CR 563 and CR 561 Alt (Moss Mill Road), requiring coordination with utility pole owners (ACE and Verizon) for aerial utility relocation. The existing pole-mounted traffic signal must remain powered and operational as a temporary signal during new signal installation and testing; new improvements include signal controller, signal devices, signal poles and foundations, underground conduit, light fixtures, and image detection. Additional work includes rail grade crossing warning systems, track circuits, base and sub-base repair or reconstruction where necessary, and drainage improvements.
The contractor bears responsibility for calling before digging and conducting test pit excavations to determine actual utility dimensions and locations. If utility conflicts arise, the contractor may substitute pipe material or adjust inverts with County Engineer approval; if that is not permitted, the contractor must coordinate with utility companies for relocation. The specifications document (atlantic 563 Phila Ave-SPECS-BidExpress.pdf, 17 MB) establishes technical requirements and construction standards. No contract value, contract term, or incumbent information is provided in the posting.

The project involves the resurfacing of Philadelphia Avenue (Co. Rt. 563) - in Egg Harbor City, by Milling and resurfacing with: HMA Base Course 3 Thick and/or HMA Surface Course 2 Thick. The depth of the storm sewer shown on the plans is from the surface grade to the invert of the pipeline. It is the Contractors responsibility to call before they dig, and if needed perform test pit excavations to determine actual dimensions and locations of utilities. If a conflict is found with the proposed improvements the Contractor may be allowed, with the County Engineers approval, to use if and where directed pipe material and/or adjust inverts to avoid utility relocation and contract downtime. If not allowed, then it will be the Contractors responsibility to coordinate with the utility companies for the relocation of underground facilities. The signalized intersection of CR563 (Philadelphia Ave.) and CR561Alt (Moss Mill Road) will be reconstructed in its entirety. Utility Poles Owners *(ACE & Verizon) will need to be coordinated with to relocate all aerial utilities, however, the existing utility* pole mounted span wire traffic signal will need to remain powered and operational.
