About this opportunity
The City of College Park, Georgia is issuing Request for Proposal 26-42 seeking sealed bids from qualified contractors for the resurfacing of three community playgrounds utilizing tire-derived products (TDP) under funding from the Georgia Department of Natural Resources Environmental Protection Division Tire-Derived Products Grant Program. The three project sites—Subrenia Miller Willis Park (2902 Camp Creek Pkwy), Barret Park (2001 Walker Avenue), and Badgett Stadium Playground (3636 College St)—encompass approximately 11,325 square feet of combined surface area. The scope of work includes removal of existing wood mulch and plastic edging, installation of recycled rubber containment curbing, nonwoven geotextile stabilization fabric, compacted #57 aggregate base (minimum 4 inches), recycled tire crumb rubber attenuation layer (minimum 3 inches), and five-eighths inch polyurethane-bound colored SBR granule wear surface. Sealed proposals must be submitted electronically via the BidNet platform by Monday, April 27, 2026, at 3:00 pm EST, with a non-mandatory virtual pre-bid conference scheduled for April 8, 2026, at 10:00 am EST via Microsoft Teams and a question submission deadline of April 10, 2026, at 3:00 pm EST. Evaluation criteria include project approach and methodology (25%), relevant experience and past performance (25%), project schedule and timeline (15%), risk mitigation and safety procedures (15%), and cost proposal (20%), with the award going to the most responsive and responsible bidder. Contractors must provide a bid bond of no less than 5% of the bid amount and, if selected, furnish performance and payment bonds each equal to 100% of the contract amount within ten days of award; they must also maintain workers' compensation insurance per Georgia law, business auto liability insurance of at least $1,000,000 per claim, commercial general liability insurance of $2,000,000 per occurrence, and professional liability insurance of at least $1,000,000 per occurrence.
The City of College Park has established a local preference policy allowing local vendors—those with a staffed, fixed physical location within city limits for at least one year prior to bid submission—to be recommended for award if their bid is not more than 3% greater than the lowest non-local vendor bid for contracts up to $150,000. All contractors and subcontractors must comply with E-Verify requirements under Georgia law and provide current professional licenses as applicable. The contract will be awarded for one year with options to renew for four additional one-year periods, though no specific budget range is identified in the procurement documents. No incumbent vendors or existing contractors are referenced in the RFP. The City reserves the right to accept or reject any or all bids within 90 days of the bid opening and will not be responsible for late, faxed, or emailed submissions.
