About this opportunity
The Oklahoma Department of Transportation is requesting bids for resurfacing State Highway 29 from 4.54 miles west of the I-35 interchange extending east near Wynnewood for 5.59 miles in Garfield County, with bids due June 11, 2026 at 10:30 a.m. via Bid Express electronic bidding platform. This is a federal aid highway construction project subject to Davis-Bacon prevailing wage rates, Buy America and Build America material requirements, and FAA coordination due to proximity to Pauls Valley Municipal Airport and Renavair Field.
The scope includes unclassified borrow, machine grading, traffic bound surface course, tack coat application, Superpave asphalt placement, cold milling of existing pavement, guardrail installation, rumble strips, traffic stripes and markings, construction signage, and mobilization. Pavement smoothness is governed by special provisions with pay adjustment schedules based on profile index measurements. The estimated contract time is 90 calendar days with work commencing no later than November 2, 2026, and a flexible start date. If construction equipment exceeds specified height limits, contractors must file FAA Form 7460-1.
The DBE goal for this project is zero. Contractors must submit a proposal guaranty equal to 5% of the bid total; the contract will be executed within ten working days of award. Liquidated damages are assessed at $800 per day for contracts exceeding $200,000 but not exceeding $1,000,000. Prevailing wage rates per Davis-Bacon wage determinations range from $9.70 to $17.37 per hour depending on labor classification and location. The project is funded through federal aid highway construction funds under project numbers STP-225B(138)3P and 38535(05). Bidding proposals are available beginning May 21, 2026; no proposals will be accepted after June 10, 2026 at 10:30 a.m.
