About this opportunity

Boston Water & Sewer Commission is soliciting proposals for emergency and as-needed sidewalk reconstruction throughout Boston under Contract 27-303-009, with proposals due September 22, 2026. Work is performed citywide in Boston; contractors must commence within five days of written notice to proceed and comply with Massachusetts prevailing wage requirements and Boston's minority and women business enterprise utilization and resident job policy provisions.

The scope encompasses brick sidewalk installation on sand, concrete, and bituminous concrete bases; edgestone reset; water and sewer/drain casting raises and adjustments; pedestrian ramps; and concrete sidewalks. The bid includes 55,000 square feet of concrete sidewalk work, 10 water castings, 10 sewer/drain castings, and 750 square feet of pedestrian ramps, with pricing ranging from $200 per unit for water casting raises to $95.49 per hour for special duty Boston police services. Prevailing wage applies across multiple construction classifications including laborers, equipment operators, carpenters, electricians, and specialized trades, with rates effective through 2028.

A preconstruction conference is mandatory before work begins; the contractor must submit construction schedules, material submittals, and shop drawings for approval at that time. All work must comply with Boston Public Works Department and Boston Transportation Department requirements and include traffic control measures. Contractors must maintain workers' compensation and employer's liability insurance, provide performance and payment bonds, and pay liquidated damages of $750.00 per calendar day for any premature mobilization or work begun before formal notice to proceed. Time is of the essence in the contract, and all work must maintain roadway surfaces during the specified maintenance period.
