About this opportunity

The State of Maine, Division of Purchases, is requesting quotes for respirator supplies and equipment to support the Maine Military Authority (MMA) Limestone Facility, with quotes due June 10, 2011 at 2:00 p.m. local time.

The scope covers eight line items including organic vapor cartridges, particulate filters, lens covers, supplied air hoods, breathing air pumps, and breathing air lines. Projected purchase quantities range from zero to 12,000 units across items over a 12-month period, contingent on facility needs. The current supplier is SAS. Item six, a 1-1/2 HP oil-less supplied air pump, may be discontinued; bidders may quote approved equal products if unavailable. All specifications reference the incumbent's manufacturer part numbers and accept "or approved equal" substitutions unless otherwise stated.

The contract term is one year with an option for the State Purchasing Director to extend with contractor consent. Award will be made on best value consideration — lowest responsible bidder offering the best combination of price, lead time, quality, and conformity to specifications. The State reserves the right to award on an item-by-item or group basis and to increase or decrease ordered quantities by up to 10%. Cash discounts of 20 days or more will be evaluated; shorter discounts are not considered. In cases of tied quotes, preference is given to in-state bidders or those offering Maine-manufactured commodities.

All bid prices must be net unit prices, FOB-Destination to 125 Kansas Road, Limestone, Maine 04750, with freight and delivery fully prepaid by the contractor. Prices remain fixed unless periodic adjustments are agreed in writing. Bidders must submit their legal company name, DUNS number, and CAGE code if applicable. Item samples may be required prior to award. Prospective bidders must pass the federal Excluded Parties List System (EPLS) screening and submit a Certification Regarding Debarment, Suspension and Other Responsibility Matters. Material Safety Data Sheets are required for hazardous chemicals under Maine's Chemical Substance Identification Law. The State is exempt from federal and state taxes; these should not be included in quotes.
