About this opportunity

The Utah Department of Health and Human Services is requesting proposals for a five-year contract to provide residential treatment services for persons with serious emotional or behavioral disorders, with proposals due July 29, 2026. The procurement requires mandatory minimum qualifications that will filter the field: two years of experience serving similar populations, a physical facility licensed for residential treatment or intermediate secure care by the DHHS Office of Licensing (current as of contract start), located within Utah, and an active Clinical Evaluation, Treatment, Wrap Services and Forensic Evaluations contract that includes psychotherapy, pharmacological evaluation and management, psychosocial rehabilitation, therapeutic behavioral services, mentoring, day treatment, and clinical consultation.

Offerors must submit proposals electronically through Bonfire, including a Data Sheet, W-9, Conflict of Interest Disclosure, Facility Organization Chart and Eligibility Form, Past Performance documentation, Medicaid Services assurance, and a Technical Proposal addressing program design, family engagement, and aftercare planning. Facilities must comply with strict organizational and geographical separateness requirements: separate licenses, distinct addresses, independent meal preparation and eating areas, and dedicated direct care and supervisory staff (limited exceptions apply for clinical directors and psychiatrists serving multiple locations). Clients must be served only at the physical facility location; no combining of clients across multiple facilities in single educational programs operated exclusively for the offeror.

The contract encompasses residential treatment for multiple service codes: problematic sexual behaviors (youth ages 12–18, adjudicated and non-adjudicated), substance use disorders, and mental and behavioral health services at moderate and high risk levels. Direct care staffing ratios range from 1:4 to 1:6 during operational hours and 1:8 during nighttime sleeping hours. Contractors must be current Utah Medicaid providers, achieve Qualified Residential Treatment Program status, and deliver services at DHHS-established daily rates ranging from $247 to $424 per day depending on service level and client status. Contractors assume responsibility for preparing proposals and interview costs. Contracts are awarded by bed count per treatment level. A 30-day termination right applies; DHHS may terminate immediately for health or safety risk, licensing failure, or legal non-compliance.
