About this opportunity

The Georgia Department of Corrections issued an RFP on January 27, 2022, seeking a qualified supplier to provide a Residential Substance Abuse Treatment (RSAT) Program, with proposals due March 25, 2022. The award has been made to Gateway Foundation, Inc. with an estimated contract value of $54.7 million, though this procurement is now closed and should be treated as historical reference.

The RSAT program is a nine-month, highly structured residential treatment initiative targeting offenders nearing release, probationers, revocators, and GDC-referred individuals with chronic or repeated substance abuse histories and high criminogenic risk factors. Program participants include those with positive drug tests during correctional supervision, prior community supervision failures related to substance abuse, addiction-consistent crimes such as DUI or habitual violator offenses, and crimes committed under the influence of alcohol or other drugs. The curriculum comprises psycho-educational and process groups, individual counseling, group activities, and aftercare linkage services designed to prepare participants for community reintegration through reentry planning and identification of appropriate aftercare resources.

The evaluation was structured on 1,000 possible points: 700 for technical proposals and 300 for cost proposals. Gateway Foundation received the highest combined score of 754.62 points, followed by GEO Reentry Services, LLC at 748.13 points and Spectrum Health Systems, Inc. GEO filed protests on June 24 and July 8, 2022, challenging validation methodology, cost calculation, and technical scoring; both the Deputy Commissioner and subsequently the Commissioner upheld the award to Gateway Foundation. The contract is open-ended, with estimated cost varying year-to-year based on actual counseling hours from certified and non-certified staff; the RFP permits suppliers to assume a minimum of 40 percent certified staff. The initial term extends through June 30 of the current fiscal year with four optional one-year renewal periods exercisable at GDC's sole discretion.

Opportunity text

Pursuant to the State Purchasing Act (Official Code of Georgia Annotated §§50-5-50 et seq.), this electronic Request for Proposals (eRFP) is being issued to establish a contract with a qualified supplier who will provide Residential Substance Abuse Treatment (RSAT) Program to the Department of Corrections (hereinafter, the State Entity) as further described in this eRFP. RSAT is a nine-month, highly structured, residential substance abuse treatment program. This program targets offenders nearing release, probationers sentenced by the courts, revocators, under court sanctions or GDC-referred offenders who have a need for intensive substance abuse programming. The population will include offenders with behavioral patterns such as positive drug tests while under correctional supervision, prior community supervision parole/probation failure associated with substance abuse, crimes consistent with addiction (i.e., DUI, habitual violator, disorderly conduct), and crimes committed under the influence of alcohol or other drugs. The program goal is to return to society a self-supporting, pro-social, law-abiding citizen by preparing them for reintegration into the community through reentry planning and assisting with identifying aftercare services. These programs shall consist of psycho-educational and process groups, individual counseling, group activities, and aftercare linkage for program graduates. Program participants shall have a history of chronic or repeated substance abuse and high criminogenic risk and need factors. The Department expects Suppliers to present proposals that meet all mandatory requirements and, at the same time, illustrate the suppliers ability to move beyond minimum expectations to develop an exemplary Program.
