About this opportunity

The Colorado Department of Human Services, Division of Vocational Rehabilitation (DVR) solicited proposals from qualified vendors to provide residential modification services for eligible DVR clients in Denver County and Denver City. The procurement sought vendors capable of delivering structural adaptations and enhancements to individual residences that enable access and independent functioning necessary for employment outcomes. Services include ramps, power sliding doors, egress and access structural build-outs, remote keyless entry systems, wheelchair tie-down systems, hand controls, wheelchair arm power lifts, and other modifications as prescribed by approved rehabilitation technology entities or medical facilities. Vendors were not required to provide all modification types but had to clearly specify the services they intended to offer. All vendors must be licensed contractors capable of obtaining building permits in accordance with local codes, and responses must include photographs of previous residential modifications and references from three individuals attesting to timeliness and quality of work. The solicitation was posted on October 20, 2015, with proposals due on November 6, 2015, at 10:00 AM MDT via email to vera.kennedy@state.co.us or fax to 303-987-4610 or 303-987-4596. The State intended to issue a single vendor award for a 24-month term based on the quote most advantageous to the State, with price as the primary evaluation criterion.

All pricing was required to be FOB Destination with pricing remaining firm for the 24-month award term, and payment terms must be no less than 45 calendar days. Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) officially registered with the U.S. Department of Veterans Affairs were eligible to receive a 5% price preference if documentation of certification was submitted. No incumbent vendors or specific budget ranges were identified in the solicitation documents. Vendors were required to disclose if services would be performed outside Colorado or the United States and provide justification if applicable. The State reserved the right to increase or decrease quantities of goods and services based on available funding using rates established in the resulting Purchase Order or State Contract. Specific award values or budget ranges were not provided in the available documentation.
