The scope covers weekly curbside collection of solid waste in 96-gallon wheeled carts for approximately 5,400 residential units, with optional weekly recycling collection available to subscribers. Proposers must demonstrate a minimum of five years of residential curbside solid waste collection experience and provide three references from comparable municipalities or counties with no unresolved service issues.
The initial contract term runs five years from July 1, 2027 through June 30, 2032, with options to renew for two additional two-year terms upon mutual agreement. Service commences July 1, 2027. Pricing is based on a scenario of 6,500 units; the County will reimburse disposal fees at the designated Camden Co-SR110 MSW Landfill at $30.70 per ton with 75% annual Consumer Price Index adjustments. Contractors must provide service to qualified indigent customers at 50% of the standard rate and to County facilities at no cost. The County allows optional commitment to deliver additional municipal solid waste from other sources at the same tipping rate.
Evaluation criteria total 100 points: 40 points for price, 30 for experience and performance history with references, 15 for approach and key personnel, 10 for financial capacity, 5 for an educational outreach plan, and up to 10 bonus points for commitment to deliver additional solid waste to County landfills. Proposers must submit one original and four copies with completed forms including pricing on Form A.
