About this opportunity
The West Virginia Division of Administrative Services is requesting quotations for resident haircut services at Eastern Regional Jail & Corrections in Martinsburg under ARFQ 0608 DCR2700000006, with bids due August 17, 2026 at 10:30 a.m. EST and technical questions due by August 10. A mandatory pre-bid meeting and $125 registration fee are required prior to contract award.
Vendors must hold a current West Virginia Board of Barber and Cosmetology License, be at least 18 years old, possess a valid driver's license, and pass background checks. All vendor personnel must complete PREA training and facility-mandated security protocols. The vendor must provide its own barber tools and may use only clippers or trimmers — scissors are prohibited in the correctional facility. Subcontracting of barber services is not permitted. Vendors are responsible for all mileage and travel costs, which must be incorporated into the quoted rate.
The facility estimates approximately 250 haircuts per month with pricing to be submitted as a flat rate per resident haircut on Exhibit A through wvOASIS. Services are required on Sundays and Wednesdays during business hours (8:00 a.m. to 5:00 p.m. EST), excluding federal and state holidays. The superintendent retains discretion to increase weekly haircuts or approve alternative service days. Payment is made monthly in arrears based on the per-haircut rate for services performed and accepted.
The contract term is one to three years, subject to renewal upon mutual written consent with thirty days' notice; automatic renewal is prohibited. Award goes to the lowest overall cost bidder. Prior to award, the successful vendor must provide performance, labor/material, and two-year maintenance bonds each equal to 100% of contract value, plus proof of commercial general liability, automobile liability, and workers' compensation insurance. All vendor submissions are public documents subject to West Virginia's Freedom of Information Act. A Drug Free Workplace Conformance Affidavit is required.
