About this opportunity

The Kansas Office of Veterans Services is soliciting competitive bids for Resident Fund Surety Bond Insurance for the Kansas Soldiers' Home and Kansas Veterans' Home under IFB EVT0010973, with vendor questions due November 12, 2026 and bids closing December 3, 2026. Bidders may claim eligibility for the Disabled Veteran Owned Business or Certified Business bidder preference by including supporting documentation. The Kansas Department of Administration's Office of Procurement and Contracts is running the procurement.

Qualified insurance providers must furnish surety bonds that the two facilities require to obtain licensure: a $500,000 aggregate bond for the Kansas Soldiers' Home at Fort Dodge and a $400,000 aggregate bond for the Kansas Veterans' Home at Winfield. Bidders select Option A (without state indemnification) or Option B (with state indemnification), and the premium must cover the full three-year bond period. Bidders must state whether the premium represents an annual policy subject to rerate or a multi-year policy with guaranteed three-year rates, and the State expresses a preference for the three-year guarantee. Premium payment is Net 30 by electronic funds transfer. The contract term runs three years, April 1, 2027 through March 31, 2030. The current insurer is Ryan-Dittman Insurance Company.

Bidders must submit a current Tax Clearance Certificate from the Kansas Department of Revenue, complete mandatory state registration before submission, and provide forms certifying immigration reform compliance, Israel boycott status, and sexual harassment policy acknowledgment. Bidders must also certify regarding foreign telecommunications equipment and accept the state's terms, including Contractual Provisions Attachment DA-146a.

Bids may be submitted electronically to procurement@ks.gov or by courier to the Office of Procurement and Contracts. Bids close at 2:00 p.m. CST on December 3, 2026, with a public teleconference opening at 2:30 p.m. CST that day. Prospective bidders must request the official invitation from Procurement Officer Lily Lundy at least 24 hours before closing. No pre-proposal conference is scheduled. The State reserves the right to reject all bids and may request the successful bidder to extend coverage during any rebidding.
