About this opportunity

The Oregon State Capitol, through the Office of the Legislative Administrator, is soliciting quotes for professional services to produce research, manuscript writing, copyediting, design, and layout for a press-quality coffee table book documenting the Capitol Accessibility, Maintenance, and Safety (CAMS) Project renovation. The approximately 80–100 page publication in 11" × 11" format will be designed for a general audience and will prominently feature a section recognizing Indigenous Peoples' history and presence in the Salem area. The scope of work encompasses research and content outline development, consultation with Indigenous Peoples regarding regional history, manuscript writing, copyediting, formatting, typesetting, layout, creation and integration of illustrations and photography, cover and interior design, preparation of print-ready and digital files, coordination with print production contractors, and overall project management. Required qualifications include demonstrated experience with similar publishing projects, expertise in interactive review and feedback incorporation, and a proven strategy for meaningfully consulting with Indigenous Peoples. Submissions must include a detailed cost breakdown, project approach and methodology, service descriptions, approach to Indigenous Peoples engagement, team qualifications with resumes, three writing work samples, two to three design work samples, three project references, and a proposed timeline. The evaluation criteria allocate 20 points for qualifications and relevant experience, 15 points for key personnel and resumes, 20 points for project approach and methodology, 15 points for writing samples, 10 points for design samples, 5 points for proposed schedule, and 15 points for price evaluation, with scores determined by average scoring methodology. Submissions are due May 4, 2026, at 3:00 PM (PT) and should be directed to Brenda Alfano, Contracts Specialist, at Brenda.Alfano@oregonlegislature.gov or mailed to 900 Court St. NE, Salem, OR 97301.

No specific set-aside designations or restrictions on respondent types are identified in the procurement documents. No incumbent vendors or current contractors are listed, and no existing infrastructure or technology integration requirements are noted. The Oregon State Capitol reserves the right to request clarification, conduct interviews, negotiate scope prior to award, and does not guarantee contract award. Supporting materials available to the selected contractor include the Oregon Capitol Master Plan, National Historic Register Documentation, CAMS architectural designs and drawings, historical documentation from state archives and libraries, and project image and video libraries. No specific budget range or award value is disclosed in the available documentation.
