About this opportunity

The City of Indianapolis and Marion County, through the Indianapolis Metropolitan Police Department, is requesting qualifications for a Research Analyst to evaluate the Non-Fatal Shooting Victim Advocate Program, with submittals due July 24, 2026 at 12:00 p.m. Eastern Time. This is a qualifications-based selection; cost proposals are prohibited and will be negotiated only after short-list selection.

MBE, WBE, VBE, and DOBE participation goals of 15%, 8%, 3%, and 1% respectively apply, and XBE participation is included in scoring criteria. Respondents must document good-faith efforts to achieve these percentages or submit waivers.

The scope requires a comprehensive mixed-methods evaluation assessing program effectiveness, identifying service gaps, and delivering evidence-based recommendations. The Research Analyst will collect and analyze program data, conduct key informant interviews with participants and staff, identify operational gaps and access barriers, and synthesize findings into actionable insights. Deliverables include monthly NFS program reports, monthly meetings with program leadership and stakeholders, quarterly community event attendance, an annual program report, and a comprehensive final report.

The evaluator must possess a minimum of 3–7 years of peer-reviewed research or evaluation experience with demonstrated capability to design, implement, and interpret complex mixed-methods studies. Strong preference exists for experience in criminal justice, community violence prevention, or victim services.

The work must be completed by September 30, 2027, with a possible extension through September 30, 2028. The contract term begins upon execution and terminates on a date specified in the final agreement, with renewal allowed if it does not exceed the original agreement duration. Compensation structure and rates will be detailed in the executed agreement; the contractor must be an independent contractor responsible for all applicable taxes and maintain Commercial General Liability coverage of $1,000,000 per occurrence and Auto Liability of $1,000,000 combined single limit. Questions are due July 16, 2026 at 12:00 p.m. Eastern Time.
