About this opportunity
The California Department of General Services, Real Estate Services Division, Project Management and Development Branch is requesting qualifications for mechanical engineering retainer services statewide under RFQ RESD-PMDB 2026-10, with statements of qualifications due November 13, 2026 at 5:00 p.m.
The procurement establishes three separate regional retainer agreements covering Northern, Southern, and Coastal California. Scope includes conceptual schemes, design documents, HVAC systems, plumbing systems, compressed air and industrial mechanical systems, elevators, refrigeration, fire sprinkler systems, building management systems, LEED and ZNE analyses, bidding support, and construction support for new construction, additions, renovations, and remodeling projects. All work must be performed under approval of a California-licensed responsible party; design work requires an architect or engineer license. Firms must maintain current California Department of Industrial Relations public works contractor registration and comply with prevailing wage requirements under Labor Code 1774, with certified payroll reporting as applicable. Selected firms must demonstrate experience with State Fire Marshal and Division of the State Architect regulatory requirements and LEED and ZNE certification capabilities.
Each selected firm may be awarded a five-year agreement with a maximum total value of $5 million per region. Individual task orders will be issued on an as-needed basis during the agreement term, with new task orders authorized only during the first thirty-six months; the final twenty-four months are reserved for completing outstanding work. Compensation is based on fixed hourly rates negotiated between the State and selected firms following qualification evaluation and interviews. The State provides no guarantee regarding task order volume or amount. Ten percent retention is held on all progress payments, with escrow placement required when retentions exceed $10,000 and continue sixty days beyond phased service completion.
A mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation goal applies under California Public Contract Code Section 10115. Participation of small businesses and DVBEs is encouraged but carries no preference under professional services contracting law. The Darfur Contracting Act Attachment must be completed and submitted with the statement of qualifications.
