About this opportunity
The City of San Antonio Animal Care Services Department is requesting applications from 501(c)(3) certified animal rescue organizations for the Rescue Partner Incentive Program, a canine and feline rescue contract with applications due August 25, 2026. Applicants must maintain active 501(c)(3) certification in good standing and comply with San Antonio Municipal Code Section 5-6 standards of care.
The scope requires qualified rescue organizations to pull dogs and cats from the Animal Care Services city shelter for life-saving purposes, providing humane transport, housing, and care with placement in permanent homes or hospice care. Contractors must conduct animal selection and behavioral assessment, coordinate medical care, maintain records, and report outcomes. A licensed veterinarian must be on staff or under current client relationship. Contractors must establish local representation with authority to act on behalf of the organization and adhere to all ACS rescue and patron code of conduct policies.
Compensation is structured at $200 per qualifying animal pulled from the shelter, with monthly invoicing on a City-approved form and payment within 30 days of approval. Contractors must register with the City's SAePS (San Antonio e-Procurement System) prior to submission and obtain a vendor number. Liability insurance is required, and contractors must accept full indemnification obligations; the City cannot be held liable for claims resulting from contract performance.
Applicants must submit a General Information Form, Contracts Disclosure Form, Litigation Disclosure Form, and Signature Page electronically to acslraccounts@sanantonio.gov and Nichellie.James2@sanantonio.gov or by mail to Animal Care Services Department, 4710 State Highway 151, San Antonio, Texas 78227. Disclosure requirements include animal-related criminal convictions, previous 501(c)(3) revocations or suspensions, litigation history within the past ten years, and felony or misdemeanor convictions greater than Class C within the past five years.
