About this opportunity

The New York City Housing Authority (NYCHA) is soliciting bids for eight development-specific requirement contracts for installing vinyl composition (V/C) floor tile in Manhattan apartments under RFQ 528467 through 528474, with questions due October 30, 2026 and bids due November 20, 2026. Bidders must pre-qualify as Approved Suppliers through the NYCHA-Tile Pre-Qualification List and appear on the active approved vendor list. A limiting award provision allows NYCHA to award only one contract per contractor in Step 1, with up to one additional contract in Step 2 to contractors that already hold the maximum number of awards.

Eligibility preconditions extend to subcontractors. Effective December 30, 2024, the bidder and each subcontractor identified in its bid must be registered with the New York State Department of Labor under Labor Law Section 220-i. The solicitation is subject to Davis-Bacon prevailing wage requirements, with schedules available on iSupplier. Section 3 Resident Employment Opportunity and Outreach and Equity Plans must be submitted through eComply before the bid deadline.

The scope covers V/C floor tile installation in apartments at Carver Houses, Clinton Houses, Isaacs Holmes Towers, Lehman Village, Washington Houses, Johnson Houses, Taft Houses, and Lincoln Houses in Manhattan neighborhoods MN06 and MN07. A July 22, 2026 amendment clarifies Line-Item 067001087 as removal-only work on existing non-asbestos floor coverings, including vinyl composition tile, linoleum, carpet, ceramic tile, and wood flooring, in occupied and unoccupied apartments. That item is paid separately from installation items such as 067001014 and cannot be bundled with Item 030001003, which combines removal and installation and is stated as not applicable to this solicitation.

No bid security is required. Each contract runs three years from the award date or the Notice to Proceed Order, with NYCHA holding sole discretion to extend for up to two one-year renewal periods.

The RFQ question deadline is October 30, 2026 at 2:00 PM, with question and answer releases scheduled for November 6, 2026 at 2:00 PM. If no responses are received by the bid deadline, that deadline extends automatically by seven calendar days.
