About this opportunity
The New York City Housing Authority (NYCHA) is soliciting bids for a requirement contract to install vinyl composition (V/C) floor tile in apartments at Brooklyn developments in neighborhoods BK08 and BK09, with questions due October 30, 2026 at 2:00 p.m. and bids due November 18, 2026. Bidders and each identified subcontractor must hold a New York Labor Law Section 220-i registration certificate as a precondition to bidding, and bidders must pre-qualify as an "Approved Supplier" on the NYCHA-Tile Pre-Qualification List (PQL).
NYCHA will award only one requirement contract in this bid series to the lowest responsive, responsible individual contractor in Step 1. In Step 2, NYCHA, in its sole and absolute discretion, may award up to one additional contract to a contractor already awarded the maximum number of contracts in the series. This solicitation is one of nine development-specific RFQs (528352 through 528360) covering Farragut Houses, Ingersoll Houses, Lafayette, Whitman Houses, Albany I/Albany II, Gowanus Houses, Red Hook East, Red Hook West, and Wyckoff Garden/Atlantic Terminal, all in Kings County. The solicitation is subject to the Davis-Bacon prevailing wage schedule.
An amendment dated July 22, 2026 clarifies that line item 067001087 covers removal only of non-asbestos-containing floor coverings, including V/C tile, linoleum, self-adhesive tile, carpet, ceramic tile, and wood flooring, in occupied and unoccupied apartments. Bidders must price that line per square foot, and the pricing must exclude installation. Line item 030001003, which combines removal and installation, is not part of this solicitation.
The contract term is three years from the award date established on NYCHA's Blanket Purchase Order or the Notice to Proceed Order, with NYCHA holding sole discretion to extend for up to two one-year renewal periods. No bid security is required. Section 3 REO and OEO plans must be submitted via eComply by the bid deadline, not through iSupplier. NYCHA answers questions on November 4, 2026, and questions go to cyclical.procurement@nycha.nyc.gov. If NYCHA receives no responses by the original bid deadline, that deadline automatically extends seven calendar days.
