About this opportunity

The Northeast Maryland Waste Disposal Authority is soliciting proposals for construction phase engineering services at the Kane Street Sanitation Yard in Baltimore City, with proposals due September 11, 2026 at 4:00 p.m., a pre-proposal meeting on August 18, 2026 at 3:00 p.m., and written questions due August 21, 2026. The Authority is procuring on behalf of the City of Baltimore, Department of Public Works, Bureau of Solid Waste. Baltimore's Local Hiring Law applies, requiring the contractor to meet with the Mayor's Office of Employment Development within two weeks of contract award to complete an employment analysis and workforce plan, with a requirement to fill at least 51 percent of new jobs with Baltimore City residents unless a waiver is granted. MBE/WBE participation commitments must be submitted with proposals, and prevailing wage rates for the City of Baltimore apply.

The scope encompasses construction phase engineering services for a 12-month renovation of the 111 Kane Street facility, including background preparation and bid support, participation in construction meetings, submittal review, requests for information responses, design changes and permitting coordination, and record drawing preparation. Work includes replacement or repair of temporary facilities, parking areas, landscaping, offices, locker rooms, plumbing, storage, fire suppression, security, HVAC systems, roofing, electrical systems, and concrete flooring. Specific deliverables include demolition of approximately 7,300 square feet of existing interior space and 40,000 square feet of concrete floor; construction of approximately 8,900 square feet of finished office space; installation of a vehicle wash system with oil and grease separator; ADA-compliant ramp installation; five new parking spaces; and site landscaping. The contract time for construction completion is 365 consecutive calendar days with construction waste management requirements mandating a minimum 50 percent salvage and recycling rate by weight of total nonhazardous solid waste.

Compensation is time and materials with a not-to-exceed price, requiring task-specific hourly rates, expense schedules, and detailed Excel cost breakdowns by task. Lump sum proposals are not acceptable; subcontractor efforts such as survey work may be submitted as lump sum, with no markup permitted on consulting or engineering subcontractors. The contract term is 24 months from an anticipated October 2026 effective date. Proposals must follow a nine-section format with a maximum 20-page limit for sections one through seven, including firm qualifications, three to five reference projects completed within the last five years, resumes of assigned Maryland-licensed professionals, and Maryland State Department of Assessment and Taxation certificates of good standing. Preference may be given to firms with regional experience and prior work with Baltimore City. Technical qualifications are weighted more heavily than price in evaluation.
