About this opportunity
The State of Maine Division of Purchases is soliciting bids for interpretive signage panels, with bids due November 16, 2007. The procurement calls for solid black phenolic core panels with fused graphics in two sizes: approximately twenty-six 24" × 36" panels (1/2" thick) and one 24" × 48" panel (1" thick), both with rounded corners and centered mounting provisions using four stainless steel threaded inserts, matching tamper-resistant bolts, backing plates, and installation tools.
The panels must meet rigorous performance and durability standards: ASTM E-162 flammability compliance (flame propagation index 10–15), resistance to ultraviolet rays and humidity per ASTM G26/A (no changes after 3000 hours), frost-thaw cycling (15 cycles), pollution exposure per DIN 50018 (20 cycles), and impact without substrate bonding. Water absorption must not exceed 0.8%. Tensile strength requirements are 151,693 Kpa in the machine direction and 110,322 Kpa in the cross direction, with density of approximately 3.6 pounds per square foot. The panels must feature a textured semi-matte surface finish and demonstrate graffiti resistance allowing removal of spray paint, lacquer, and crayon with standard solvents.
Bidders must submit sealed bids to the Division of Purchases in Augusta prior to opening. Unit prices must exclude federal and Maine state sales and use taxes. Bids are evaluated on best value, including quality, conformity with specifications, delivery dates, and ultimate cost. Tie-bids favor in-state bidders and Maine-manufactured products. Awards go to the lowest responsible bidder. The Division reserves the right to increase or decrease quantities by up to 10%. All transportation and freight charges must be prepaid unless otherwise specified. Samples required for evaluation will be returned collect unless postage is provided.
