About this file
This is an Interpretive Panel Specification document for the State of Maine that outlines detailed technical requirements for the procurement of interpretive signage panels. The specification calls for solid black phenolic core panels with graphics fused to one side, available in two sizes: 24" x 36" and 24" x 48". The vendor is required to provide unit costs based on an approximate quantity of twenty-six 36-inch panels and one 48-inch panel. The 36-inch panels shall be 1/2" thick while 48-inch panels shall be 1" thick, with both featuring rounded corner details and mounting provisions consisting of four stainless steel threaded inserts drilled to define an 18" x 30" rectangle centered on the panel back. Matching stainless steel tamper-resistant bolts with backing plates and six installation tools shall be provided by the vendor.
The panels must meet rigorous performance standards including resistance to ultraviolet rays, humidity, frost, heat, corrosion, and impact without requiring substrate bonding. Technical specifications include a textured semi-matte surface finish, water absorption less than 0.8%, and graffiti resistance allowing removal of spray paint, lacquer, and crayon with standard solvents. The panels must comply with ASTM E-162 flammability standards with a flame propagation index of 10 to 15, demonstrate no changes after 3000 hours of UV exposure per ASTM G26/A, withstand 15 frost-thaw cycles without degradation, and show no changes after 20 pollution exposure cycles per DIN 50018. Tensile strength requirements are 151,693 Kpa in the machine direction and 110,322 Kpa in the cross direction, with an approximate density of 3.6 pounds per square foot.

Interpretive Panel Specifications
Material Description Panel shall be a solid black phenolic core with graphics fused to one side only. Panel back shall be black. Panels shall be resistant to ultraviolet rays, humidity, frost, heat, corrosion and impact. Panels shall not require bonding to a substrate.
Panel Size 24” x 36”; 24” x 48” as design files indicate. Vendor shall provide a unit cost for each size, based on an approximate quantity of twenty-six, 36” panels and one, 48” panels.
Panel Thickness 1/2" (12,7 mm) for 36”, 1” for 48”
Edge Detail ¼” Radius
Corner Detail ¼” Radius
Mounting Provisions Panel back shall be fitted with four stainless steel threaded inserts. All panels (36” length and 48” length) shall be drilled so centers of inserts define an 18” x 30” rectangle centered within the panel. Matching stainless steel bolts with tamper-resistant heads in the proper length to accommodate a 1/8” steel backing plate shall be provided. Six tools required to install and remove the tamper resistant bolts shall also be provided.
Density (Weight in pounds per square foot)
Approx. 3.6 lbs – 1.634 kg
Surface Finish Surface shall be a textured semi-matte finish.
Graffiti Resistance Spray paint, lacquer, and crayon graffiti shall be able to be removed with paint thinner, lacquer thinner or similar solvents.
Environmental Exposure Panels shall be resistant to UV rays, extreme weather conditions, and the growth of mildew and fungus.
Water Absorption Water absorption shall be less than 0.8%.
Flammability ASTM E-162 (Radiant Panel) Flame propagation index of 10 to 15 without drip or flame.
UV Resistance Based on ASTM G26/A. No changes after 3000 hrs.
Frost Resistance No change after 15 cycles (16 hrs ice at -20°C and 8 hrs thawing in air).
Pollution Resistance DIN 50018 No change after 20 cycles.
Tensile Strength M.D. 151,693 Kpa (22,000 PSI) C.D. 110,322 Kpa (16,000 PSI)
