About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations for land surveying services on behalf of the 101st Civil Engineer Squadron at Maine Air National Guard in Bangor, with quotations due April 13, 2016 at 2:00 p.m. local time. A site visit can be scheduled by contacting the project point of contact, Mr. James Winchenbach, at (207) 469-5510.
The scope encompasses two projects: procurement of land at the Main Gate area to upgrade security infrastructure (approximately 0.9 acres), and a re-acquisition of a Heavy-Duty Ramp from the city of Bangor for future Air Force refueling requirements (approximately 23 acres). Deliverables include metes and bounds legal descriptions, easements, coordinate values, AutoCAD files (.dwg), PDF, DXF, and geodatabase files compatible with previous Tetra Tech boundary survey data, and signed, sealed CAD drawings using Air National Guard layering systems. For the Main Gate project, bidders should include an option for topographic data suitable for design purposes.
Submissions are evaluated on a Best Value basis considering conformity to specifications, delivery dates, and pricing. For orders exceeding $100,000, an economic impact evaluation adjustment of up to 10% may be applied to the total bid. Quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) electronic procurement system, excluding federal and state sales taxes. Quotation pricing remains valid for 180 days from bid opening. No best and final offers will be requested; bidders should submit best pricing with initial quotation. The State reserves the right to negotiate with the successful bidder, pursue alternative bidders if negotiations fail, or cancel the RFQ at its discretion. Payment is anticipated on a net 30 basis upon receipt of invoices.
