About this opportunity
The Massachusetts School Building Authority (MSBA) is seeking qualified Owner's Project Managers (OPMs) to provide management and construction administration services for the MSBA's Accelerated Repair Program. The selected OPMs will be responsible for the replacement of windows/doors, the replacement or restoration of roofing, and potentially the conversion to heat pumps in order to increase energy efficiency in eligible Massachusetts school districts. The MSBA anticipates selecting approximately 15-20 OPMs to provide services over a three-year term, with OPMs assigned to projects as they are approved. Respondents must demonstrate relevant project management experience, capacity, and understanding of applicable building codes and energy efficiency requirements. The MSBA has established not-to-exceed fees for the Schematic Design phase, with the fees for the remaining phases to be negotiated between the assigned OPM and the participating district. Responses to the Request for Responses (RFR) must be submitted electronically by the May 2, 2024 deadline at 3:00 PM EST, and will be evaluated based on criteria such as demonstrated experience with energy-efficient renovations, proposed management plan, knowledge of energy efficiency incentives, and capacity to manage multiple simultaneous projects.
The MSBA is committed to developing and strengthening minority, women, veteran, and other diverse business enterprises, and will consider a respondent's Supplier Diversity Program Plan when evaluating responses. Respondents are encouraged to partner with certified diverse businesses to receive favorable consideration, even if the Supplier Diversity Program Plan form is not completed. The MSBA has also provided a list of incumbent OPM firms selected from the previous procurement in 2021. While the MSBA does not award points to prime bidders that are SDO certified, it does encourage prime bidders to partner with SDO certified firms. The anticipated contract value or budget range for this opportunity is not specified.
