About this opportunity
The Orange County Transportation Authority (OCTA) is requesting quotes from authorized CyberArk resellers to renew 150 CyberArk Workforce Password Management licenses under RFQ 250319, with quotes due May 19, 2026 at 12:00 midnight and written questions due May 6, 2026 by 11:00 a.m. Authorized reseller status is a hard eligibility requirement; unauthorized quotes and submissions of alternative manufacturers, models, or part numbers will be deemed non-responsive or result in no-bid determinations and will not be considered for award.
The scope is renewal of 150 licenses (Part# IWPM-B2E-USER-SAAS) as a one-year term effective June 27, 2026 through June 26, 2027. The winning firm must provide proof of authorization as a CyberArk Workforce Password Management reseller prior to award. Quoted prices must remain firm for the entire term and must include all direct costs, indirect costs, and profits.
The budget is $11,719 for the one-year contract term on a lump-sum, firm fixed-price basis. The contract is governed by California law, Federal Transit Administration regulations (FTA Circular 4220.1F), and standard OCTA procurement provisions including inspection, acceptance, change order, termination for convenience, indemnification, warranty, and audit rights with four-year record retention requirements.
Award will be made to the lowest responsive and responsible firm. Evaluation criteria weights cost at 100 percent. Quotes must be submitted via email to mverduzco@octa.net using the designated Price Summary Sheet (Exhibit B) and must include the RFQ number in the subject line. All firms must register their business online at OpenGov prior to submitting quotes and must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the United States. Questions and approved equal requests must be submitted to mverduzco@octa.net by May 6 at 11:00 a.m., with responses posted by May 12.
