About this file

This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (OCTA) for a CyberArk Workforce Password Manager renewal procurement. The project seeks 150 CyberArk Workforce Password Management licenses (Part# IWPM-B2E-USER-SAAS) from authorized resellers under Requisition No. R001852. The contract term is one year, effective June 27, 2026 through June 26, 2027. The form certifies that the scope of work was prepared to invite competition and includes a brand name specification with salient characteristics clearly stated, as the Authority determined it impractical and uneconomical to describe the technical requirements through generic specifications alone. The certification was signed by the Information Systems Department Project Manager and verified by department management on March 5, 2026.

The total budget allocation for this renewal is $11,719 for the one-year term. Award will be made to the lowest responsive and responsible firm on a lump sum basis. All responding firms must be authorized CyberArk Workforce Password Management resellers and must provide proof of authorization; unauthorized quotes will be deemed non-responsive. Firms submitting alternative manufacturers, models, or part numbers will receive a "No Bid" designation and will not be considered for award. The procurement is subject to Federal Transit Administration regulations referenced in FTA Circular 4220.1F, which governs brand name specifications for transit authorities.

FA-CAMM-071.docm (05/16/16) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
