About this opportunity
The California Department of Justice is seeking a contractor through Request for Quote (RFQ) #15-122 to support the OpenJustice 2.0 Project, which aims to redesign the OpenJustice website and expand the functionality of its Portal and Dashboard. The primary objectives include developing a comprehensive data platform with multi-lingual capabilities, multiple metadata schemas, and third-party integration features to increase transparency across the justice system. The project will be executed through six major phases: initiation and analysis, planning and design, development, testing, production implementation, and project closure/knowledge transfer. Proposals will be evaluated on technical requirements (500 points) and cost requirements (500 points), with potential additional incentive points for Disabled Veteran Business Enterprise (DVBE) participation. The RFQ requires the selected contractor to provide one year of cloud-based hosting with 99.9% uptime, 24/7 support, and an open-source solution where the Department of Justice retains rights to share and modify the code. Quotes are due by May 17, 2016 at 10:00 AM PST, with an estimated contract award date of June 1, 2016, and a one-year contract term. The contractor must be able to begin work within 10 business days of award and pass DOJ fingerprint security background checks.
The procurement includes several set-aside and preference programs for small businesses and disadvantaged enterprises. There is a small business preference offering a 5% bid preference (not to exceed $50,000) for certified small businesses or non-small businesses subcontracting at least 25% to certified small businesses. While the DVBE participation requirement was waived, DVBE incentive points are available ranging from 10-90 points based on participation levels. The Target Area Contract Preferences Act (TACPA) also provides a 5% bid preference. Contractors must be prepared to work primarily at DOJ offices in Sacramento, with potential additional work in San Francisco. The contract will be awarded on a deliverables basis with a 10% withhold on each deliverable until final acceptance. Cloud hosting costs must be included in Phase 4 Testing deliverables, with optional pricing for years 2 and 3 of potential service. Contractors must provide detailed pricing in a separate sealed envelope and be prepared to integrate with existing infrastructure while maintaining strict security and performance standards as outlined in the accompanying Service Level Agreement.
