About this file

This is a Question and Answer document for RFQ #15-122 OpenJustice 2.0, issued by the California Department of Justice (DOJ). The document addresses bidder inquiries regarding technical requirements, evaluation criteria, and service level agreements for a data platform solution that will support multi-lingual capabilities, multiple metadata schemas, and third-party integrations.

The file includes clarifications on service level agreements, specifically revising transaction processing time requirements to account for dataset size variations. The DOJ confirms that bidders may submit two separate proposals per Addendum #2, maintains the requirement for transaction processing time reporting, and directs vendors to Section IV of the RFQ for evaluation criteria details. Cloud hosting costs are to be included in Phase 4 Testing deliverables, with testing required to be completed in the Cloud Environment.

Question & Answer Set

RFQ # 15-122

OpenJustice

RFQ Section Reference
Question

State’s Response

1.
III. RFQ RESPONSE CONTENT AND TECHNICAL REQUIREMENTS

It is the bidder’s responsibility to provide all required data and any other information deemed necessary for the State’s evaluation team to determine and verify the bidder’s ability to perform the activities defined in the bidder’s RFQ response.

This RFQ and the bidder’s quote in response to this document will be made a part of the contract. Responses to this RFQ must contain all data/information requested and must conform to the format described in this RFQ. Also, the documents identified as Technical must be submitted in the bidder’s RFQ response and are the Technical Requirements to be evaluated.

A. Number of Responses Bidders may submit one (1) quote.

We wanted to know if it was acceptable to submit two separate proposals for RFQ 15-122 for OpenJustice 2.0?
Yes, refer to Addendum #2.

2.

What criteria will be used to evaluate the solution’s multi-lingual support? Not only for metadata field labels, but for field values as well?

The Evaluation Criteria is located in the RFQ, Section IV. Evaluation Information.

3.

What criteria will be used to evaluate vendor's’ solution support of multiple metadata schemas based on the dataset type? (e.g. geospatial data has spatial-related metadata like bounding box, tabular data has relevant metadata like number of rows & a data dictionary, etc.)

The Evaluation Criteria is located in the RFQ, Section IV. Evaluation Information.

4.

What criteria will be used to evaluate vendors’ solutions’ third-party developer ecosystem that supports the proposed solution? There are several open source solutions where there are limited contributors and no third-party contributors to the project.

The Evaluation Criteria is located in the RFQ, Section IV. Evaluation Information.

5.

What criteria will be used to evaluate the solution as a Platform rather than a pure Software-as-a-Service? That is, CA DOJ can access native services directly and not just exclusively through non-performant REST API calls. (e.g. ETL connectors that directly pump to the Database that can support thousands of rows/minute)

The Evaluation Criteria is located in the RFQ, Section IV. Evaluation Information.

6.

What criteria will be used to evaluate vendors’ plugin architecture that supports third-party integrations that can be readily leveraged?

The Evaluation Criteria is located in the RFQ, Section IV. Evaluation Information.

7.

What criteria will be used to evaluate vendor support of KPI data integration from across the US that would be leveraged for benchmarking purposes?

The Evaluation Criteria is located in the RFQ, Section IV. Evaluation Information.

8.
Section 1.4 of the Service Level Agreement, “Contractor represents and warrants that 99.5% of all transactions shall process within no more than 10 seconds, and no single transactions shall take longer than 5 seconds to process” is problematic because our transaction time depends on the size of the dataset with which we are working.
Is the DoJ willing to change this language to reflect that this requirement should only be expected for datasets of a reasonable size?
Yes, refer to the revised SLA dated 5.9.2016.
9.
There will be significant costs associated with Section 1.7.b) of the SLA, which states “Average transaction processing time per day, the fastest and slowest individual transaction processing time per day, the percent of transactions processed that meet the service levels stated herein, and identification of technology stack/tier in which agreed upon service levels are not met.”
Is the DoJ willing to remove this language from the SLA?
No.

10.

What criteria will be used to evaluate multiple application support for the solution? For example, there are several open source applications in which support is sole-sourced through the vendor.

The Evaluation Criteria is located in the RFQ, Section IV. Evaluation Information.

11.

"For Informational Purposes Only provide DOJ with the Monthly Cost for the Cloud Hosting (per TR11 this cost should be included as part of the Deliverables) x 12 Months $_____"

Would the DoJ please provide guidance regarding the Annual Cloud Hosting to clarify into which of the Required Phases the Annual Cloud Hosting should be inputted?
Per Contractor Milestone and Deliverables, Phase 4. Testing:

DOJ requires that all testing be completed in the Cloud Environment.
