About this opportunity

Invest Atlanta and the Urban Residential Finance Authority of the City of Atlanta are requesting qualifications from Georgia-licensed closing attorneys to establish a qualified pool for residential real estate closings under the Homeownership Incentives Program, with responses due November 16, 2026 at 5:00 p.m. ET and an informational session scheduled for October 29, 2026 via Microsoft Teams. Active Georgia Bar licensure in good standing is mandatory, as is agreement to serve as supervising attorney of record and to charge no attorney fee on subordinate down-payment-assistance mortgages.

The scope covers closings for first-mortgage loans paired with subordinate URFA/Invest Atlanta loans across multiple program products including the Beltline Mortgage Assistance Program, ATL HomeNOW, Vine City Renaissance Initiative, ATL Home Renovation Advantage, Perry Bolton Mortgage Assistance Program, and any additional URFA programs created during the acceptance period. The supervising attorney must personally perform or directly supervise all functions constituting the practice of law. Respondents must maintain professional liability insurance and fidelity bond coverage at levels specified by Invest Atlanta/URFA and comply with Georgia's Illegal Immigration Reform and Enforcement Act, including E-Verify and SAVE affidavits.

The attorney acceptance period runs from February 2027 through December 31, 2029, or until program funds are depleted. Performance metrics include closing scheduling within two business days of receiving clear-to-close, delivery of recorded documents and final closing packages within 15 business days of closing, maintaining less than 10% error rate on closing packages, zero trust-account discrepancies, and zero tolerance for improper fees on subordinate loans.

Evaluation criteria are firm overview and team qualifications (25 points), relevant experience (25 points), approach, compliance, and quality control (20 points), client communication and cultural competency (15 points), and financial capacity and fee structure (15 points). A minimum score threshold will be established by Invest Atlanta. Performance areas span Atlanta city and Fulton County.
