About this file

This is a Request for Qualifications (RFQC) issued by Invest Atlanta and the Urban Residential Finance Authority (URFA) of the City of Atlanta, Georgia, seeking to establish a qualified pool of Georgia-licensed closing attorneys to conduct residential real estate closings for homebuyers receiving down-payment and closing-cost assistance under Invest Atlanta's Homeownership Incentives Program. The program encompasses multiple products including the Beltline Mortgage Assistance Program (BMAP), ATL HomeNOW (AHN), Vine City Renaissance Initiative (VCRI), ATL Home Renovation Advantage (AHRA), Perry Bolton Mortgage Assistance Program (PBMAP), and any additional URFA programs created during the attorney acceptance period. The RFQC was released on October 15, 2026, with responses due by 5:00 PM ET on November 16, 2026. An informational session is scheduled for October 29, 2026, via Microsoft Teams. The attorney acceptance period extends from February 2027 through December 31, 2029, or until program funds are depleted. Selected attorneys will facilitate closings involving a first-mortgage loan paired with a subordinate URFA/Invest Atlanta loan, requiring the supervising attorney to personally perform or directly supervise all functions constituting the practice of law.

Respondents must meet mandatory qualifications including active Georgia Bar licensure in good standing, agreement to serve as supervising attorney of record, commitment to charge no attorney fee on subordinate down-payment-assistance mortgages, and maintenance of professional liability insurance and fidelity bond coverage at levels specified by Invest Atlanta/URFA. The evaluation committee will assess responses based on firm overview and team qualifications (25 points), relevant experience (25 points), approach and compliance and quality control (20 points), client communication and cultural competency (15 points), and financial capacity and fee structure (15 points), with a minimum score threshold to be established by Invest Atlanta. Key performance indicators include closing scheduling within two business days of receiving a clear-to-close package, delivery of recorded documents and final closing packages within 15 business days of closing, maintaining less than 10% error rate on closing packages, zero trust-account discrepancies, zero tolerance for improper fees on subordinate loans, and tracking of client complaints. Selected attorneys must comply with Georgia's Illegal Immigration Reform and Enforcement Act, complete E-Verify and SAVE affidavits, maintain criminal background check policies, and adhere to all URFA/Invest Atlanta closing guidelines and fee restrictions.

SUPERVISION

REQUIRED

Every function described in this Scope of Services that constitutes the practice of law under Georgia law — including title review, document preparation, and the closing itself

— must be personally performed or directly and constantly supervised by a Georgia-licensed attorney in good standing. Witness-only closings and delegation of closing responsibility to nonlawyers are not permitted. See O.C.G.A. §§ 15-19-50, 15-19-53 and Section XII below.

Atlanta/URFA and the first-mortgage lender within the timeframe specified by URFA.
