About this opportunity
The Trustees of the California State University (CSU), on behalf of California State University, Fresno, are requesting qualifications for Design-Build and Construction Manager services to perform fire alarm system replacements under a three-year Task Order-Construction Agreement for Multiple Projects Master Enabling Agreement (TO-CA MEA), with statements of qualifications due November 24, 2026. This is a mandatory-prequalification solicitation with a 3% Disabled Veteran Business Enterprise (DVBE) minimum subcontracting requirement per project and a skilled and trained workforce commitment requirement per Assembly Bill 1235.
Four identified fire alarm projects span the Music Building, McLane Hall, Engineering East Building, and Conley Art Building, each budgeted at $200,000, with an additional $160,000 reserved for unidentified projects, totaling $960,000 across the three-year term. No single project shall exceed $200,000 in Total Budgeted Cost; the Total Maximum Budgeted Cost for all projects combined cannot exceed $960,000. All projects are subject to California prevailing wage rate laws monitored by the California Department of Industrial Relations. The Trustees do not guarantee a minimum volume of task orders or construction agreements.
Respondents must hold a California State Contractor License (B or C-10), employ a California-licensed architect, and both entities must be prequalified with CSU's Capital Planning, Design and Construction Department at a minimum available prequalification rating of $1,500,000; prequalification applications are due no less than ten business days before the SOQ deadline through the CalState contractor prequalification portal. All contractors and subcontractors must be registered with the California Department of Industrial Relations and maintain current registration for public works eligibility.
The selection committee will evaluate firms on a 500-point scoring rubric including past CSU project experience, team qualifications in Design-Build and Construction Manager delivery methods, public sector experience within the past five years, DVBE subcontracting experience, Composite Weighted Score from prequalification, proximity within 50 miles of the project, LEAN and Integrated Project Management expertise, and five-year compliance records regarding prevailing wage penalties and CAL-OSHA fines. A shortlist of four firms will advance to the Request for Proposals phase, with interviews scheduled for February 1, 2027, successful proposer announcement February 2, 2027, and TO-CA MEA execution targeted for February 23, 2027. Pricing will be submitted as either a Lump Sum Price or Guaranteed Maximum Price during the design and preconstruction phase for each project.
