About this opportunity
The Board of Trustees of the California State University is requesting qualifications from general contractors to enter a three-year Task Order-Construction Agreement for Multiple Projects-Master Enabling Agreement (TO-CA MEA) covering elevator repairs at California State University, Fresno and other CSU campuses, with Statements of Qualifications due November 24, 2026 at 14:00. The contract vehicle requires prequalification with the CSU Office of the Chancellor at least one day before the SOQ deadline, with prequalification applications due no less than ten business days prior.
This is a two-phase selection process: the RFQ shortlist of four finalists will be announced by December 8, 2026, followed by RFP distribution on December 10, 2026 and RFP submission on January 21, 2027. The site conference for RFP finalists is January 7, 2027. Contract execution is expected by February 23, 2027.
Respondents must hold a California Class C-11 general contractor license and demonstrate a prequalification rating of at least $3,000,000 with CSU. The architect on the team must be California-licensed and CSU-prequalified. The total maximum budgeted cost across all projects is $2.4 million over three years, with no single project exceeding $400,000 in total budgeted cost. All projects are subject to California prevailing wage rate laws, monitored by the California Department of Industrial Relations.
The contract requires a minimum three percent subcontract to Disabled Veteran Business Enterprises and compliance with skilled and trained workforce requirements under Public Contract Code 2600 (Assembly Bill 1235). The Trustees do not guarantee a minimum volume of task orders or construction agreements to be awarded. Four firms will advance from the RFQ to the RFP stage; no monetary recovery is guaranteed if no construction phase agreement is awarded.
The RFQ documents are available through Planet Bids. Contact David Sawyer at davidsawyer@mail.fresnostate.edu or 559-278-3962 for access issues.
